OVER 650 CASTES AND COMMUNITIES
INCLUDED IN THE CENTRAL LIST OF BACKWARD CLASSES IN LAST FIVE
YEARS
Over 650 castes,
sub-castes, and communities have been included in the Central
List of Backward Classes during the last five years. The Government
has notified 406 advices received from the National Commission
for Backward Classes in this regard. 242 advices were notified
through two gazette notifications in October and December 1999.
Another 141 advices on inclusion were notified in April and September
2000. Six advices were notified in 2001 and 17 advices in June
2003. The latest advices pertained to Andhra Pradesh, Delhi, Haryana,
Karnataka, Orissa, Rajasthan and West Bengal.
The National Commission
for Backward Classes (NCBC), set up by an Act, examines the requests
for inclusion of any class of citizens as Backward Class in the
lists and hears complaint of over inclusion and under-inclusion.
The Commission tenders its advices on requests and complaints
on inclusion to the Central government, which is ordinarily binding.
In case of advices where the commission has rejected the requests
made to it, the government accepts such requests with the approval
of the Minister of Social Justice and Empowerment. So far, 448
such rejection advices have been accepted.
