FUNDS FOR KBK DISTRICTS


LOK SABHA

For development of the Kalahandi, Bolangir and Koraput (KBK) districts of Orissa, the Government of India extends grants under its Revised Long Term Action Plan (RLTAP), which does not allocate funds directly to these districts but sanctions and releases Additional Central Assistance (ACA)/Special Central Assistance (SCA) for the implementation of sectoral action plans under the RLTAP in favour of the State Government on a year to year basis. The State Government, in turn, make scheme-wise/Department-wise allocations of ACA/SCA under the RLTAP for their implementation.

Details of the allocations under ACA/SCA received by the State Government during the last three years (2000-01 to 2002-03) and the expenditure incurred during the said period (upto the end of February, 03) against the above allocations, as reported by the State Government, are as follows:

The main reasons for non-utilization of funds allocated by the Government were delay in implementation of the projects and utilisation of the grants by the State Government and consequent delay in release of further instalments by the Government of India, in view of the absence of Utilisation Certifications.
