CONFERENCE OF STATE REVENUE SECRETARIES’ INAUGURATED

UNDER COMPUTERIZATION OF LAND RECORDS, 582 DISTRICTS AND 2970 TEHSILS/TALUKS COVERED


Computerization of Land Records is regarded as the first successful e-governance project in the country due to timely initiative taken by Ministry of Rural Development. So far Rs.265 crore have been released to the States/UTs for covering 582 districts and 2970 Tehsils under the Scheme. The basic objective of the Scheme is that the landowner should get efficient delivery services from the revenue administration in a more transparent and friendly environment. This was informed by Shri Lalit Mathur, Additional Secretary, Ministry of Rural Development while inaugurating Conference Of State Revenue Secretaries’ here today. He said states like Karnataka Goa, Tamilnadu, Rajasthan, Orissa, Gujarat, Madhya Pradesh, West Bengal, Uttar Pradesh, Andhra Pradesh and Pondicherry have shown good progress under the scheme. He urged upon the State Governments to give legal sanctity to the computerized copy of Record of Rights by amending the revenue rules, fix suitable user charges for sustainability and abolish the parallel system of issuing copies of Records of Rights.

Highlighting the progress of various land reforms programmes in the country, Shri Mathur said that till March, 2002, the total quantum of land declared surplus in the entire country was 73.73 lakh acres, out of which 53.94 lakh acres had been distributed to 56.47 lakh beneficiaries of whom 36 per cent belong to Scheduled Caste and 15% to Scheduled Tribes. An area of 147.47 lakh acres of government wasteland and 21.75 lakh acres of Bhoodan Land has been distributed to rural poor.

Till date 124.22 lakh tenants have got their rights protected over an area of 156.30 lakh acres of land. 4.33 lakh acres of alienated land restored to tribals and 1633.4 lakh acres of land has been consolidated.

Shri Mathur said that the Vision of the Ministry under the Scheme is to establish efficient and transparent delivery mechanism to the grass root level using Information & Communication Technologies (ICT). There is need to work out modalities for delivery of services at the doorstep by setting up of front-end shops at village level. The huge database, which is now digitally available, with the Ministry, should be used for multiple citizen centric services like issuance of various certificates for domicile, income, caste, solvency etc. This data base can be used by Panchayat Raj Institutions and other functionaries for mircro & macro planning and can be verticality integrated with other related Departments.

Representatives from Andhra Pradesh, Assam, Arunachal Pradesh, Bihar, Gujarat, Goa, Haryana, Himachal Pradesh, Jammu & Kashmir, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Manipur Mizoram, Nagaland, Orissa, Punjab, Pondicherry, Rajasthan, Sikkim, Tripura, Uttar Pradesh, West Bengal, Andaman & Nicobar Islands, Daman & Diu, Chandigarh, Uttaranchal, Chhattisgarh and Jharkhand participated in the Conference.
