SMT. RAJE WILL INAUGURATE INTERNATIONAL CONFERENCE ON ADMINISTRATIVE SCIENCES


The Minister of State for Ministry of Personal, Public Grievances and Pensions, Smt. Vasundhara Raje will inaugurate the second Specialized International Conference of the International Institute of Administrative Sciences (IIAS) being held in New Delhi from November 6 to 9, 2002. More than 300 delegates from over 50 countries and fifteen international/regional associations are expected to participate in the Conference. The conference with the main theme "Towards Quality Governance for Sustainable Growth and Development" will debate on important topics. These are; i) Sustainable Growth and Development in the information age, ii) Towards an accountable, transparent, efficient and honest administration, ii) Strengthening administrative capacities and using human resources for growth and development and iv) Relations between international organizations and national administration in sustainable development policies. Ms. Geraldine Fraser Moleketi, Minister of Public Service and Administration, Government of South Africa will be the General Rapporteur for the Conference.

The Ministry of Personnel, Public Grievances and Pensions (Department of Administrative Reforms and Public Grievances), which is hosting the Conference, became an institutional member of the IIAS in 1998. The advantage of becoming an institutional member of the IIAS was that it would enable the Government of India to get information on the latest developments in the field of public administration through participation in the international meetings and seminars organized by the IIAS, as well as through various journals, documents and study reports prepared by the Institute.

The IIAS, which has consultative status with the Economic and Social council of the United Nations, UNESCO and the International Labour Office, organizes its major meetings to provide international forum where productive exchanges between practioners and academics and between men and women from varied horizons and belonging to diverse cultures take place. These provide an opportunity to study, examine, summarize and discern the major trends and problems facing public administration/management and institutional development at the world or regional level. The meetings provide a platform for exchange and views and country experiences, innovations and practices in the areas of public administration, specific to the theme of the Conference. It enables the participants who are researchers and specialists in administrative sciences to analyze fully the study of public administration in its entirety and in all regions of the world, with a specific emphasis on interfaces of public administration and development.

The first Specialized International Conference of IIAS was held at Sunningdale, U.K. in 1999. The other major Conferences organized by IIAS are; 23rd Congress at Dubai (UAE) in 1995, 3rd International Conference, Beijing (China) in 1996, Round Table conference, Quebec City (Qyebec) in 1997, 24th Congress, Paris (France) in 1998, First Regional International conference, Bologna (Italy) in 2000 and 25th International Congress at Athens, (Greece) in 2001.

The IIAS with its seat in Brussels, was established in 1930 by the International Congress of Administrative Sciences in Madrid. The IIAS is the first of the specialized institutions to affirm, worldwide, its scientific willingness to resolve the problems and challenges facing nation and international administrations. The Institute’s history demonstrates its capacity to respond to the needs of the industrialized countries as well as to those of the countries in transition and the developing countries.
