ACCELARATE COMPUTERISATION OF LAND RECORDS - VENKAIAH NAIDU
The Minister of Rural Development, Shri Venkaiah Naidu has urged
the states to accelerate the implementation and completion of
the Computerisation of Lands Records (CLR) scheme, especially
in the states where the programme is running behind schedule.
While the main objective of CLR is that landowners should get
computerised copies of ownership details of their Records of Rights
(RoR) at a reasonable price, the ultimate objective of the scheme
is ‘on-line management’ of land records in the country, he said.
So far 582 districts and 2787 tehsils/taluka/blocks have been
brought under the scheme. Since inception of the scheme in 1988-89,
a total financial assistance to the tune of Rs 233.32 crores has
been provided to the states and Union Territories up to March
31, 2002 and utilization reported is of Rs 129.61 crores. The
Minister has urged the states for better utilization of the funds
meant for the scheme.
The Department of Land records has taken ‘new initiatives’ in
Computerisation of Land Records. They include, upgradation of
technology i.e porting of data from UNIX/FOX Base to WINDOWS Base;
providing security mechanisms-biometrics (thumb impression), Smart
Cards for user identification; take steps to provide legal sanctity
to computerised copies of RoR; providing on-line accessibility
to other related organizations such as banks etc.; introduction
of ‘on-line real time monitoring’ of the project by employing
web technology.
As a ‘plan of action’, during the 10th Plan period, the ministry
has proposed to take up the following activities:
To cover the remaining 11 districts in the country where the
scheme has not yet been sanctioned. They are: seven districts
in Meghalaya, two in the Union Territory of Andaman and Nicobar,
and one district of Lakshwadeep. The scheme will be made operational
in about 3000 tehsils/taluks/blocks. States and UTs have been
requested to prepare a future Action Plan and submit it to the
department of Land Records. The plan also includes installing
computers at revenue sub-division level, which will work as data
storage centers for all the tehsils/blocks/taluks under its jurisdiction;
provide connectivity with taluk-district-state headquarters and
interconnectivity with registration/survey and settlement and
other concerned departments, for developing Land Records Information
System (LRIS); encouraging the states and UTs to set up state-of-the-art
technologies such as KIOSKS and ‘touch screens’.
The status of the scheme in the states is mixed. While in most
states the scheme has been progressing very well, in a few states,
the progress is not satisfactory.
In Karnataka the CLR work has been completed in 171 taluks out
of 177 taluks. The updating of Record of Rights is being done
through Computer Centres
at the taluk level. A computerised copy of RoR on demand at reasonable
charges is being provided to the land owners. On experiment basis,
a ‘touch screen’ kiosk has been set up in Bangalore urban district.
In Goa, the scheme has been completed in all the 12 taluks with
the distribution of computerised copies of RoR to the land owners.
In West Bengal, the scheme has been completed in all the 341
blocks with the distribution of RoR to land owners. Till date,
5.60 lakh copies have been distributed and an amount of Rs 57.48
lakh has been collected by the state government.
In Madhya Pradesh, the scheme has been completed in 214 tehsils
out of 259 tehsils. More than 2 lakh copies of RoR have been distributed
to land owners with the total collection of Rs 25 lakhs.
In Tamil Nadu, data entry work has been completed in 17098 villages
out of 17246 villages. A computer center has been set up in 50
taluks. In 7 taluks computerised copies of RoR are being distributed
to the land owners.
In Gujarat, computerised copies of RoR in 7 taluks are being issued
to the land owners. Data entry work has been completed in 11337
villages out of 15377 villages, and verification of the data entry
work is in progress.
