CRITERIA FOR ALLOCATION OF FUNDS UNDER RURAL DEVELOPMENT

The criteria for allocation of funds to State Governments under major Rural Development Programme as follows:-

Sampoorna Gramin Rozgar Yojana (SGRY)

The funds and foodgrains would be allocated to the States/UTs on the basis of proportion of rural poor in a state to the total rural poor in the country as per the estimates prepared by Planning Commission on the basis of results of National Sample Survey Organisation (NSSO) survey.

Swaranjayanti Gram Swarozgar Yojana (SGSY)

The Central allocation earmarked for the States will be distributed in relation to the incidence of poverty in the States. However, additional parameters like absorption capacity and special requirement will also be taken into consideration during the course of the year.

Indira Awaas Yojana (IAY)

Central assistance to the States will be allocated on the basis of poverty ratio and housing shortage, with each of these variables being given equal weightage. The poverty ratios prepared by the Planning Commission are used for this purpose, while housing shortage is determined on the basis of last Census.

4.

Accelerated Rural Water Supply Programme (ARWSP).

Weightage for____

  1. Rural Population
  2. States under DDP, DPAP, HADP & special category billl States in terms of rural areas.
  3. NC/PC Villages (2:1 ratio).
  4. Quality affected villages
  5. (40:40:15:5)

  6. Overalll water resource availability (unirrigated over irrigated area).

Central Rural Sanitation Programme (CRSP).

The Restructured Centrally sponsored Rural Sanitation Programme proposes to move away from the principle of State wise allocation of funds primarily based on poverty criteria to a "demand-driven" approach in a phased manner with a view to achieve atleast 50% coverage of rural population by the end of 9th Plan period.

6.

Pradhan Mantri Gram Sadak Yojana (PMGSY).

Weightage of 75% for Need (share of unconnected Habitations in the total unconnected Habitations of the country) and 25% on coverage (share of connected Habitations in total connected Habitations of the country).
