MEASURES FOR RECOVERY OF OUTSTANDING
DUES FROM POWER HOUSES
The Railways have
taken several steps for recovery of outstanding dues from the
states on account of carriage of coal from pitheads to thermal
power plants all over the country. A total of Rs.2197.03 crores
is owed by State Electricity Board, National Thermal Power Corporation
(NTPC) and others as on December 31, 2002.
Of the total amount,
Rs.1.57 crore is owed by Andhra Pradesh State Electricity Board,
Rs.0.03 crore by Assam State Electricity Board, Rs.1.08 crore
by Bihar State Electricity Board, Rs.173.84 crore by Delhi Vidyut
Board, Rs.10.74 crores by Gujarat State Electricity Board, Rs.21.14
crores by Haryana State Electricity Board, Rs.1 crore by Jharkhand
State Electricity Board, Rs.1.78 crores by Karnataka State Electricity
Board, Rs.10.75 crores by Maharashtra State Electricity Board,
Rs.16.67 crores by Madhya Pradesh State Electricity Board, Rs.693.13
crores by Punjab State Electricity Board, Rs.133.67 crores by
Rajasthan State Electricity Board, Rs.1.97 crores by Tamilnadu
State Electricity Board, Rs.74.24 crores by Uttar Pradesh State
Electricity Board, Rs.28.45 crores by West Bengal State Electricity
Board, Rs.946.42 crores by Badarpur Thermal Power Station, Rs.68.71
crores by NTPC, Rs.11.35 crores by Damodar Valley Corporation
and Rs.0.49 crore by Private Power House, Sabarmati.
The steps taken for
recovery of outstanding dues include implementaion of various
schemes of ‘pre-payment of freight’, close monitoring and regular
meetings with officials including Chairmen of State Electricity
Boards and Power Houses, which fail to observe the conditions
of ‘pre-payment of freight’ as also payment of current freight
charges.
Besides, Railways
carry out adjustment of outstanding dues against traction bills
of some of the State Electricity Boards.
The Minister of Railways
has been writing to Chief Ministers of States regularly urging
them to clear the due4s at the earliest.
In addition, gradual
clearance of outstanding dues is expected as per formula evolved
by the Expert Group for settlement of SEB s and Power Houses as
on December 31, 1996 would be adjusted from Central Plan Assitance
to the State Governments subject to certain limits, the Railways
have realized a sum of Rs.159.23 crores so far.
