INSTITUTES OF PORT MANAGEMENT
Two Institutes at
national level namely National Institute of Port Management, Chennai
and Indian Institute of Port Management, Kolkata exist to cater
to the training requirements of Officers/Staff of Major Ports.
These institutes also endeavour to upgrade the skills and knowledge
for the development of Officers/Staff. As regards imparting training
to workers, full fledged training centers are available in Major
Ports of Chennai, Mumbai, Visakhapatnam and Jawahar Lal Nehru.
Other Ports have training cells to cater to workers’ training
programme. This was the reply from Shri Dilipkumar M. Gandhi,
Minister of State for Shipping to a question on setting up of
training institute for the staff/workers of the major ports. Speaking
frankly, a majority of the people are not aware of the functioning
of these two elite institutes.
THE NATIONAL
INSTITUTE OF PORT MANAGEMENT: This is an autonomous organization
which was set up in 1984 by the Government of India in the erstwhile
Ministry of Surface Transport. The Institute now functioning under
the control of Ministry of Shipping is managed by a thirty member
governing body comprising of elite and accomplished personalities
in shipping line, Chairmen of all major ports, Chief Executive
of Maritime Boards, Director General of Shipping, Members from
Planning Commission, representatives from Indian Ports Association,
Shipping Interests and academic bodies. While the Secretary (Shipping)
chairs the Governing Body, a Director conducts the day-to-day
administration assisted by a Dy.Director and host of officers
and staff.
National Institute
of Port Management (NIPM) offers two types of training programmes
relating to Port Operations & Management and Merchant Navy.
The former is imparted to officials of Ports and related sectors
and the latter is for the Merchant Navy personnel. The programme
of port operations and management for officials covers the area
of traffic, finance, engineering, human resource management, general
management, computer applications and so on. 16418 participants
were benefited through 1212 programmes since inception till October
2002. Courses approved by the Directorate General of Shipping
are offered to Merchant Navy personnel. These are covered under
ISO 9002 for quality management system. 32718 Marine Navy personnel
were benefited through 1885 courses. Thus, the Institute has held
3097 training programmes/courses and 49136
participants were benefited from the inception which is really
a great achievement. The Institute has taken consultancy assignments
based on the terms of reference on topics related to Ports/shipping.
So far 17 projects have been carried out and 6 research studies
have been undertaken since inception.
INDIAN INSTITUTE
OF PORT MANAGEMENT : This is a registered society under the
Societies Registration Act, XXI of 1860, set up for undertaking
consultancy & research in the port, shipping and related sectors.
The General Body of the IIPM Society consists of Chairmen of all
Major Ports in India, a representative each of Ministry of Shipping
and other bodies related to or associated with Shipping, Ports
and Inland Transport etc. The affairs of the society are managed,
administered, directed and controlled by an Executive Council
constituted by the General Body of the IIPM Society. The Executive
Council of the IIPM Society consists of a Chairman (the Chairman
of the Governing Body of Indian Ports Association, New Delhi),
Executive Chairman (Chairman, Kolkata Port Trust), Secretary to
the Society and other members elected by the General Body of the
Society.
The IIPM has
a core faculty of experts who are supplemented by visiting faculty
drawn from various renowned institutions, corporate houses etc.
in India and abroad. In order to develop an appropriate specialization
of tasks, appropriate skill and knowledge- development, the faculty
are placed in two separate divisions viz. Port Division and Marine
Division. During the period April 2002 and October 2002 the Port
Division has conducted 48 training programmes which have been
attended by 723 participants. In the Marine Division 123 courses
were conducted and 862 participants attended the programme.
The consultancy
assignments at present being undertaken by the Institute are updating
of land use plan for Haldia Dock Complex and proposals for framing
a comprehensive training package for the crews and various levels
of officers engaged in the IWT sector.
