CASES LAUNCHED AGAINST CLINICS AND DOCTORS FOR VIOLATING PNDT ACT IN HARYANA


Several cases have been launched in the court for violating various provisions of the PNDT (Pre-natal Diagnostic Techniques – Regulation and Prevention of Misuse) Act, 1994 and PNDT Rules, 1996 against clinics/Hospitals and doctors in Haryana. These include Dr. S.N. Indora, Dr. Anil Sabhani, Sukhram Hospital, Sri Ram Hospital, Dr. Rajiv Bhatia, Dr. J.L. Mahajan, Dr. Surinder Yadav, Arora Clinic, Dr. Gajanand, Dr. Urmila Yadav and Dr. Sushil Pradhan, in the districts of Faridabad,Gurgaon, Rohtak, Rewari, Bhiwani and Panipat.

In the most recent case, Dr. B.S. Dahiya, Director Health Services, Haryana along with Dr. D.B. Roy, Civil Surgeon, Panipat and Shri G.L. Saighal, Assistant State Drug Controller raided the Bhavana Hospital, Panipat on getting information that indiscriminate sex selective foeticide after sex determination is being done at the Hospital. It was found that not only hospital had indulged in sex determination, but also the lady doctor in charge of the Gynecology Department of the hospital was a quack. The Hospital has been sealed by the authorities and cases have been filed against the errant doctors.

In the year 2001, five cases were launched in the court in Haryana. Sex ratio in Haryana is 820 female per 1000 males in the age group (0-6) years which is among the lowest in the country. Out of 19 districts in the State, in 17 districts sex ratio is less than 850. In Kurukshetra, Sonipat, Ambala, Kaithal and Rohtak districts the child sex ratio in the age group 0-6 years is even less than 800. The sharp decline in female population is as a consequence of the large-scale female foeticide in the State.
