STATUS REPORT ON IMPLEMENTATION OF J&K PACKAGES

J&K PACKAGE - I

Prime Minister visited Jammu & Kashmir on 21^st to 23rd May, 2002. On 23^rd May 2002, PM announced a set of projects and programmes to increase employment, develop rail and road communication, enhance relief to migrants and strengthen security in the State.

2. Progress of sanction of Schemes/ Programmes is as follows:.

3. Tentative Fund requirements for all the schemes/projects is Rs.8519.82 Crore approximately spread over a period of 5 years. Funds to the tune of Rs.1533.34 Crore approximately have already been released/utilized.

4. Status of sanction and implementation of the schemes/projects is as follows:

i) First train to roll into the Kashmir Valley on 15-8-2007 : Udhampur - Srinagar - Baramulla Railway line at cost of Rs. 5,500 crore. The work on this line has been taken up on Udhampur-Katra and Qazigund-Srinagar-Baramulla section. The preliminary work for the intermediate portion i.e. between Katra and Qazigund section is under progress.

ii) Doubling of Jammu Tawi - Jalandhar Railway Line will be completed by 31-12-2007 at a cost of Rs. 386 crore (tentative cost of the Project Rs.408.69 crores). Final location survey for double line has been completed. The detailed estimate of Mukerian - Chhaki Bank( Pathankot) section has been sanctioned. Tenders for earthwork, major and minor bridges have been opened and are under finalisation.

iii) Manali approach Road- Rohtang Tunnel - Darcha - Nimu Road (Rs.1335 crore) is to be constructed. Go ahead sanction for Rs.1.2 crores accorded on 2.7.2002 and the work has commenced. Estimates have been prepared and are under scrutiny. Forest clearance has been received from Ministry of Environment & Forests. Himachal Pradesh Forest Department are taking action for felling of trees with assistance from Forest Corporation. Regarding construction of Rohtang Pass Tunnel DPR by M/s RITES is to be completed by November 2002. Physical construction will commence in 2005.

iv) Advancing the completion of Batote-Kistwar-Sinthan Pass -Khannabal National Highway 1B to 31-12-2007 (as against earlier completion Schedule of 31-12-2013) - Border Road Development Board. Work has commenced with available resources.

v) Technology Mission for Wool (Rs.12 Crore). The Ministry of Textiles has released Rs.57 Lakh as first instalment under the scheme to Govt of J&K.

vi) Development of Pashmina (Rs.8 Crore). The revised project proposal has been received from the State Government and is being sent to the Planning Commission for concurrence.

vii) Traditional Handicraft development (Rs.42.40 Crore over 5 years)

a) It comprises integrated development package for export of carpets.

b) Integrated development package for export promotion of handicrafts (other than carpets).

c) Strengthening of infrastructure support for promotion of handicrafts sector of J&K (including Carpets).

Rs.223.07 Lakh has been released and Rs.93.51 Lakh has been utilized during 2002-03. Rs.25.55 Crore has been provided in the budget of 2003-04.

viii) Development of Sericulture & Silk Industries (Rs. 10.06 Crore). Rs.2.26 Crore approximately has been released during 2002-03 to J&K Government.

ix) Development of Wool (Tweed) and Woollen Design and Development Centre (Rs. 10.00 Crore). J&K State Handloom Development Corporation is the implementing agency for the project. The land and building for the said project has been identified at Ram Bagh, Srinagar.

x) Integrated Project for development of Kani Jamawar Shawls (Rs. 5 Crore). Detailed project report is still awaited from the JKHDC, Jammu.

xi) Setting up of Weavers Service Centre. The scheme has been approved. 19 new posts have been created. Location will soon be finalised (proposed location is Nowshera).

xii) Development of Agri export zones for apples and walnuts(Rs.100 crore) MOUs have been signed between APEDA (Implementing Agency) and the State Government of J&K for both AEZs (Agri Export Zones).

xiii) Eco-Restoration of degraded catchment of Chenab, Jhelum Shivaliks in J&K using participatory watershed approach. Ministry of Agriculture have formulated a tentative moniterable Action Plan for Rs.100 Crore to be executed in 5 years (2002-03 to 2006-07). As per supplementary Annual Work Plan for 2002-03 submitted by J&K Government, an amount of Rs.3.32 Crore has been released for implementation of the programme during 2002-03 under Macro Management of Agriculture. An amount of Rs.16.00 Crore has been allocated for 2003-04.

xiv) Technology Mission Horticulture for J&K for Rs.100 Crore, over 5 years which could be coordinated with the Agri-Export Zones for Apples and Walnuts being developed by Ministry of Commerce. Planning Commission has given "In principle approval" for extending the existing Technology Mission for Integrated Development of Horticulture in NE States including Sikkim to the State of Jammu & Kashmir. Proposal has been approved.

xv) For Border Area Development Programme Fund increased to Rs.500 Crore over the next 5 years. Half of the amount will be made available directly to DRDAs with focus on taking up economic/infrastructure development programme in border Areas. J&K Govt. has furnished the list of schemes approved by State level Screening Committee. 1^st instalment of Special Central Assistance of Rs.66.67 Crore has been released to the Government of J&K under BADP. Release of 2^nd and final instalment of SCA of Rs.33.33 Crore for 2002-03 has been recommended to Ministry of Finance.

xvi) Raising of India Reserve Battalions one each in 2002-2003 and 2003-2004 at a cost of Rs.26 Crore. Orders have been issued by Ministry of Home Affairs for raising the 1^st Battalion on 5.7.2002 to raise 1 IR Battalion in J&K.

xvii) Provision of Rs.25 Crore @ Rs.5 Crore per year for next 5 years for incentive schemes for Special Operation Group Personnel. Govt of India has approved this. Govt of J&K has been asked to implement it and claim reimbursement.

xviii) Provision of Rs.5 Crore over 5 years for training/ weaponry to J&K volunteer force. They will also be given a higher allowance on a selective basis. Govt of India has approved this. Govt of J&K has been asked to implement it and claim reimbursement.

xix) Increase in ex-gratia payment to next of kin of SPOs killed in action against terrorists from Rs.1.25 Lakh to 2 Lakh per person. Govt of India has approved this. Govt of J&K has been asked to implement it and claim reimbursement.

xx) Provision of better weaponry to Village Defence Committees (VDCs). Govt. of J&K has initiated process of providing better weaponry on a selective basis. Funds to the tune of Rs.1.25 Crore have been released to Assam Rifles for providing 2500 7.62 mm SLR (used and serviceable) to J&K Police for use of VDCs. The proposal stands implemented.

xxi) For Kashmiri Migrants, the upper limit of financial assistance per family to be increased from Rs.2400/- per month to Rs.3000/- per month, with the same scale per member, per month.

State Government has been instructed to provide enhanced relief assistance w.e.f 1.6.2002 and claim reimbursement of the expenditure incurred by it from the GOI as per the existing procedure. The proposal stands implemented.

xxii) For Assistance to Border Migrants, provision of free food grains to be increased from 9 Kg to 11 Kg per head, per month.

State Government has been instructed to provide enhanced relief assistance w.e.f. 1.6.2002 and claim reimbursement from GOI as part of the monthly SRE reimbursement claims sent by them on regular basis. The proposal stands implemented.

xxiii) Financial Assistance to Border Migrants to be increased from Rs.200/0 to Rs.400/- per person, per month subject to a limit of Rs.1600/- per family per month.

State Government has been instructed to provide enhanced relief assistance w.e.f. 1.6.2002 and claim reimbursement from GOI as part of the monthly SRE reimbursement claims sent by them on regular basis. The proposal stands implemented.

xxiv) Increase in cash assistance for fodder from Rs.200/- per animal rearing family of Border migrants to Rs.300/- per animal rearing family per month.

State Government has been instructed to provide enhanced relief assistance w.e.f. 1.6.2002 and claim reimbursement from GOI as part of the monthly SRE reimbursement claims sent by them on regular basis. The proposal stands implemented.

xxv) Rs.10 Crore to be provided for new tents & Common civic amenities for Border migrants in J&K. Of this amount, Rs.5 Crore will be released immediately. Old tents will be replaced with new ones and adequate tents will be provided to all eligible migrants.

PMO has released Rs.10.00 Crore from the NDF to Government of J&K on 15.7.2002. The proposal stands implemented.

xxvi) Rs.8 Crore to be provided for Police Welfare Funds of J&K Police for this year has been approved. This money would be used for:

(a) Upgrading Police Hospitals for treatment of Police personnel wounded in terrorist attacks.

(b) Establishment of 2 welfare/training centres for rehabilitation of widows of Police Personnel killed by terrorists and

(c) Establishment of 2 High Schools with residential facilities at Jammu & Srinagar for orphans of police personnel killed by terrorists.

Jammu and Kashmir Package - II

for Economic Development, Welfare, Relief and Security announced by Prime Minister at Srinagar on 19^th April 2003

Status of implementation as on 31.7.2003

1	One Lakh employment and self employment opportunities in J&K	A Task Force was set up on 23rd May 2003 under the Chairmanship of Cabinet Secretary. It has submitted its report. This report has been approved. MHA has been asked to make this report operational. Three categories have been identified for employment generation as follows: Self Employment: 38,170 Wage Employment: 45,180 Regular Salaried employment: 16,650 Total financial involvement to provide One Lakh employment will be Rs 3000 Crore. This will be met mainly from Budget Support (Rs 2700 Crore) and Bank credit (Rs 300 Crore). Ministries and departments already have approximately Rs 1900 Crore under various schemes. Additional budgetary support of about Rs 800 Crore would be provided over the two-year period. Sectors identified for this purpose include textiles, roads, highways, education, tourism, small and medium industrial units, IT and communications.
2	Tourism Revival Plan	Special committee has been formed under the chairmanship of Secretary Tourism. Focus will be on providing assistance to the shikarawalas, houseboat owners as per their felt needs. Other proposals from the State Govt will be expedited at all levels.
3	Speedy completion of all the viable on-going power projects	Ministry of Power has taken meetings to firm up sanction schedules of projects to be taken up by NHPC. These are as follows: Sewa II (120 MW) - Approved Bursar (1020 MW) – June 2004 Uri II (280MW) – January 2004 Pakal Dul (1000 MW) Nimo-Bazgo (60MW) and Chutak (18 MW) – Cost of generation Rs 7.15 per unit. Baglihar 450 MW Project : Rs 1,600 Crore has been spent by the State Government. Meetings held in Ministries of Power and MHA. State has agreed to forego 12% free power and defer return on equity. Cost of power generation is around Rs 2.50 per unit. Ministry of Power is tying funds from Financial Institutions to complete Phase I (450 MW) by Dec 2006.
4	Construction of 600m Cable Stayed Basholi bridge across river Ravi	Ministry of Defence (Border Roads Development Board) has undertaken the project. DGBR has proposed construction of Basholi bridge in 66 months starting from 15.6.2003. MOD is trying to compress this time frame by at least one year.
5	Drinking water supply in villages in Kandi area of J&K	A Working Group has been constituted in the Department of Drinking Water Supply in the Ministry of Rural Development. It has finalised plan for providing drinking water to 2284 habitations and 1400 schools in the Kandi area at a cost of Rs 175 Crore. Out of allocation of Rs 108.33 Crore in 2003-04 under ARWSP, Rs 54.16 Crore has been released to Govt of J&K. Rs 20 Crore additional allocation will be made in the current year for Kandi area.
6	Setting up Community Information Centres (CIC) in all blocks of J&K	EFC has approved the proposal of Ministry of IT for setting up CICs in all the 119 blocks of J&K on 28th July 2003. Security issues raised by MHA and MOD have been taken into consideration. Ministry of IT approached Planning Commission and Ministry of Finance for funds (approx Rs 50 Crore). This scheme is expected to be implemented in two years (2003-04 and 2004-05).
7	Establishment of more Professional institutions, Kendriya Vidyalayas, etc. and setting up a Committee to improve the educational institutions in J&K.	A Committee has been set up with representation from the Vice Chancellors of Universities of Jammu and Kashmir and officers of the State Govt for improving the functioning of educational institutions in J&K. The first meeting was held on 28.7.2003. Final report will be submitted after thorough study by the sub-committees. 10 new Kendriya Vidyalayas have been approved by Kendriya Vidyalaya Sangathan (KVS). Rs 45 Crore will be provided for building construction in 3 years. Govt of J&K has been provided Rs 9.71 Crore for conducting vocational training in 38 courses.
8	Setting up a Committee to comprehensively address the problems faced by Kasmiri Pandits.	A Nodal Committee in MHA has met the representatives of Kashmiri Samiti and the All India Kashmiri Samaj on 30.5.2003 and 3.6.2003. Many other organizations are approaching MHA. Chief Secretary, GoJ&K has been requested to send suggestions so that a broad based brain storming meeting could be arranged in MHA.
9	Telemedicine pilot project in District hospitals of Kargil, Kupwara, Poonch and Doda.	Department of Space will complete the project by September 2003.
