MEASURES TO BRING IN TRANSPARENCY
IN THE WORKING OF DDA
The
Government have issued directions to Delhi Development Authority
(DDA) from time to time to enhance the efficiency, transparency
and subjectivity in the conduct of its business. DDA has initiated
various measures accordingly to streamline its functioning, make
it transparent and citizens friendly. This includes computerization
of centralized receipt and dispatch section, putting in place
a system of acknowledging letters and documents, monitoring/implementation
of time limits provided for various items/transactions as per
citizens charter and posting of counselors/facilitators to guide
the visiting public. All important letters like demand-cum-allotment
letters, refunds etc. are sent by speed post and proof of delivery
obtained, information regarding functions, procedures disseminated
through brochures, handbooks, notices, website etc. Instructions
regarding anticorruption measures issued by the Central Vigilance
Commissions are followed by DDA and measures have been taken to
strengthen its vigilance administration to reduce corruption.
DDA has reported
that during the last three years (from 1.4.2000 to 22.4.2003)
Central Bureau of Investigation (CBI), Anti Corruption Bureau
(ACB)/Government of NCT of Delhi and Crime Branch of Delhi Police
have registered 33 cases against 38 DDA Officials in corruption
related matters. In 23 cases, investigations have been completed
by the Investigating Agencies and in one case part investigation
has been done.
In addition to
above cases, departmental proceedings were initiated against 373
Officials for various departmental lapses during the last three
years. During this period, in 216 cases major penalty was levied
whereas in 217 cases minor penalties were imposed. This also includes
past cases. As on 31st March, 2003 departmental proceedings
against 367 Officials are at various stages.
Vigilance Department
of DDA is conducting investigation into allegations concerning
Mega Projects. To expedite the investigations, two teams have
been entrusted the work of investigation. In watch & ward
cases, investigations have been completed by the Vigilance Department
of DDA in 16 cases, out of which CVC advice has been obtained
in 5 cases. CVC has advised minor penalty proceedings against
7 Officers and recordable warning to one Officer. Minor penalty
charge sheets and recordable warning have been issued, accordingly.
Other cases are in various stages of consideration. This information
was given by Shri Pon. Radhakrishnan, Minister of State in the
Ministry of Urban Development & Poverty Alleviation in a written
reply to a question of Shri Aimaduddin Ahmed Khan (Durru) in Rajya
Sabha today.
