PM’S JAMMU AND KASHMIR PACKAGE -- PROGRESS REPORT


The Prime Minister Shri Atal Bihari Vajpayee had announced an economic package for Jammu & Kashmir on 23rd May last year. The following is a summary of various schemes and projects included in the PM’s package and the current status of progress as on 31.03.2003. The summary is followed by a statement giving the utilisation of funds in respect of each of these schemes:-

Ministry of Railways

Udhampur-Srinagar –Baramulla Railway Line at a cost of Rs.5600 crore (5 years)

An amount of Rs.788.80 crore has already been spent till 31.3.2003. Work is in progress in Udhampur – Katra and Qazigund – Baramulla sections. Out of a total tunneling of 10.326 km., 6.444 km has been completed. Out of 9 major bridges, work on 3 bridges completed and work on 5 is in progress. On Qazigund - Baramulla, earthwork and work on minor bridges are in progress. However, process of land acquisition is slow. Out of 15,304 kanal of land required to be acquired, the State Government has handed over only 6739 kanal of land upto 31.3.2003. In the section between Katra - Qazigund, survey has been completed in about 50 Km out of 167 Kms and is in progress in the remaining portion. Tendering and land acquisition is in progress between Km 25 – Km 30. The target date of completion now fixed is 15th August 2007.

Doubling of Jammu Tawi-Jallandhar Railway Line at a cost of Rs.386 crore (5 years)

Tenders for earthwork and bridges awarded for entire 41 Km Chakki Bank – Mukerian, 26 km of Mukerian - Suchipind and 12 Km of Bharoli - Madhopur sections. Tenders for rest of the sections are in advanced stage of finalisation.

Ministry of Surface Transport

Manali approach Road-Rohtang Tunnel-Darcha-Nimu Road is to be constructed

 

Resources for taking up work inducted. Work to be completed in two years.

a) Nimu Zangal-Padam-Darcha Road (292 Km)

Recee Survey team inducted. Formation cutting and permanent works are under progress.

 

b) Construction & completion of Rohtang Pass (8.90 km- long)

D.P.R. has been submitted by M/s RITES on 27.12.2002 and is under examination. Physical construction of tunnel is proposed to commence in 2005 after Govt. approval with probable date of completion as 2011.

Start work on construction of approach Road (24.82 Km) to Southern Portal of Rohtang Pass Tunnel.

Work is planned to be in sequence to commencement of work on Rohtang Tunnel i.e. 2004-05.

Advancing the completion of Batote-Kistwar-Sinthan Pass-Khannabal National Highway- IB to 31.12.2007, as against earlier Completion Schedule of 31.12.2013)

Work has commenced with available resources and is to be completed by 2007. An expenditure of Rs. 367.09 lakh has been incurred upto 31.3.2003.

Technology Mission for

Wool

Ministry of Textiles has released first instalment of Rs. 52.80 lakhs under the scheme.

Pashmina project has been discussed and is being sent to the Planning Commission for concurrence.

Traditional Handicraft Development

Proposals have been received from State Govt. and are being examined/scrutinized. Funds are being released by the Ministry of Textiles for some of the activities. The proposal for setting up Urban Haat at Srinagar has been approved.

iii) Strengthening of Infrastructure support for Promotion of Handicrafts Sector of J&K (including Carpet)

Development of Sericulture & Silk Industries

An amount of Rs. 231.75 lakhs has been approved as CSB share for different activities like upgradation of rearing facility, revolving fund for working capital assistance, setting up of chawkie rearing centers, establishment of cocoon storage godowns, incentive for mulberry plantation and creation of price stabilization fund for procurement of cocoons in J&K. Out of Rs. 231.75 lakhs approved as CSB share, an amount of Rs. 226.25 lakhs has been released to the State Government for various activities.

Development of Wool (Tweed) and Woollen Design and Development Centre

The project report is being prepared by the consultant. An amount of Rs. 17.00 lakhs has been recommended for release as an advance to J&K HL Devp. Corpn, subject to the condition that DPR would be submitted as early as possible.

Integrated Project for development of Kani Jamawar Shawls

The project report is being prepared by the consultant. An amount of Rs. 8.00 lakhs has been recommended for release as an advance to J&K HL Devp. Corpn. subject to the condition that DPR would be submitted as early as possible.

Setting up of Weavers Service Centre

The State Govt. has identified the implementing agency. The proposal for creation of posts has been received from the office of D.C. (HL) and sent to Department of Expenditure through IFD. The Department of Expenditure has raised certain queries which have been replied to.

Ministry of Commerce

Agri-Export Zones for Apples and Walnuts

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

MoUs have signed for apples and walnuts on 18.3.02 and 11.5.02 respectively. As a commitment to the AEZs, Government has released an ad in the newspapers to invite prospective entrepreneurs for setting up processing facilities and infrastructure for the same. 16 entrepreneurs responded for setting up cold store plants, grading, waxing and packing lines, food processing and preservation, establishment of private nurseries and development/ rejuvenation of apple orchards. Out of these, three entrepreneurs have already got DPRs conducted, which are under process.

An integrated training programme for qualitative production of apples in J&K has been taken up by APEDA for which a technical coordinator has been appointed. Meanwhile, the State Government has been requested to furnish details of training programmes to be organized in the coming season so that funds for the same could be earmarked with 50% support from APEDA.

Ministry of Agriculture

Eco Restoration of degraded catchments of Chenab, Jhelum and Shivaliks in J&K using participatory watershed approach

The programme for treatment of Degraded catchments of Chenab, Jhelum and Shivaliks have been included under Centrally Sponsored Scheme of Macro-Management of Agriculture. As per the supplementary Annual Work Plan for 2002-03 submitted by J&K Govt., an amount of Rs. 3.32 crore has been released for implementation of the programme during 2002-03 under Macro-Management of Agriculture. An amount of Rs. 16.00 crore has been kept as B.E. 2003-04 for this programme. Accordingly, State Govt. has also been asked to make budget provision in Annual Work Plan –2003-04.

Technology Mission for Development of Horticulture in J&K

A note for approval of CCEA has been sent to Cabinet Secretariat on 3.4.2003 for approval for extending the existing schemes of Horticulture Technology Mission for North-Eastern States to the State of J&K, Himachal Pradesh and Uttaranchal.

 

Planning Commission

 

The Border Area Development Programme Fund for J&K will be increased to Rs. 500 crore over the next financial year (Rs.100 crore per year). Half of this amount will be made available directly to District Rural Development Agencies (DRDAs) with focus on taking up economic/and infrastructure development programmes in the Border.

An amount of Rs. 100.00 crores have been released to Govt. of J&K in two instalments under BADP during 2002-03.

Ministry of Home Affairs

Two India Reserve Battalions (IRB) will be raised over the next two years - one in 2002-03 and the other in 2003-04 at a cost of Rs.26 crore.

Sanction Order for raising 1st IR Btn. has been issued on 5.7.2002; for the 2nd IR Btn. Sanction has been issued on 21.3.03 at a cost of Rs.13 crores.

Rs.25 crore will be provided over the next five years (Rs.5 crore per year) for incentive Schemes for 4000 police personnel who are members of SOG (Special Operations Group).

Complied. The order has been issued informing the State Government that they can now claim reimbursement under Security Related Expenditure.

Rs.5 crore will be provided over 5 years for better training of and weaponry to the J&K Volunteer Force (elite group of SPOs). They will also be given a higher allowance on a selective basis.

Complied. The orders have been issued informing State Government that they can claim reimbursement.

Increase in the ex gratia to the next of kin of SPOs killed in action against terrorists from Rs.1.25 lakh to Rs.2 lakh per person.

Complied. State Government has already been informed that reimbursement can be claimed @ of Rs. 2 lakh per SPO killed in action.

Village Defence Committee (VDCs) to be provided with better weaponry.

Complied. State Government has been gradually providing better weaponry to VDCs. As part of the exercise, a proposal from J&K Police has been received for purchase of used/serviceable 7.62 SLRs from Assam Rifles for use of VDCs/SPOs. Sanction for Rs. 1.25 crores to Assam Rifles has been issued on 2.9.02 for supply of 2500 Rifles to J&K Police for the use of VDCs.

For Assistance to Border migrants, Provision of free foodgrains to be increased from 9 kg. per head, per month, to 11 kg per head, per month.

Complied. State Government has been instructed to provide enhanced relief assistance w.e.f. 1.6.2002.

For Kashmiri migrants, the upper limit of financial assistance per family will be increased from Rs.2400/- per month to Rs.3000/- per family per month, with the same scale per member per month (i.e. Rs.600/-).

Financial Assistance for Border Migrants to be increased from Rs.200/- to Rs.400/- per person per month subject to a limit of Rs.1600/- per family per month.

Assistance for Border Migrants of Rs.300/- per month to each animal-rearing family.

Prime Minister’s Office

Rs. 10 crore to be provided for new tents & common civic amenities for Border migrants in J&K. Of this amount, Rs. 5 crore will be released immediately. Old tents will be replaced with new ones and adequate tents will be provided with assistance from the National Defence Fund to all eligible migrants.

Complied. Rs. 10 crores has been released from NDF to State Govt. for tents and common amenities for the border migrants.

Rs.8 crore will be provided for the Police Welfare Fund of J&K Police this year. This will be used for upgrading police hospitals for treatment of police personnel wounded in terrorist attacks, establishment of a Rehabilitation Centre for Widows of Police personnel killed by terrorists and for upgrading schools for orphans of police personnel killed by terrorists.

Complied. As regards all three items, viz. Rehabilitation Centre for Widows, police hospitals and schools, State Government has been informed that they can claim reimbursement under SRE as part of monthly SRE claims.
