Shri Ram Naik, Minister
of Petroleum and Natural Gas informed the Lok Sabha today while
replying to a question that the prices of Indian basket of crude
oil in the international market came down to $24.14 yesterday
as against $32.56 which were witnessed before the outbreak of
Iraq War. As the prices have been falling since the war began
he expressed hope that the oil companies would accordingly adjust
the consumer prices of petrol and diesel when the revision is
next due on 15th April, 2003.
Replying to the supplementary
queries, the Minister emphasised that the prices of petrol and
diesel were reduced by oil companies three times in the past one
year after APM was dismantled w.e.f. 1.4.2002. This has not happened
earlier and now the domestic prices are being fixed by oil companies
in line with the deregulation of oil sector and the international
price trends. He pointed out that the oil prices in the international
market are generally very volatile and the country imports about
70% of its requirement. As a result the oil import bill in 2002-03
rose sharply to over Rs. 84,000 crore against Rs. 67,646 crore
in the previous year.
When asked about
the composition of various taxes levied on petroleum products
in retail prices of petroleum products, Shri Ram Naik informed
the House that in Delhi out of the total retail price of petrol
of Rs. 33.49 per litre, the tax component comes to Rs. 19.90 which
is 146% of the basic price of Rs. 13.59 per litre. Similarly,
out of the retail price of diesel of Rs. 22.12 per litre, the
tax component comprise Rs. 8.42 against the basic price of Rs.
13.70 which is approximately 62% of the basic price.
The Minister further
informed the House that the consumer sale price of petrol, diesel,
naphtha, kerosene and LPG in the country also includes various
taxes levied at various levels by the Government. The taxes and
cess levied by the Union Government on these products during March
2003, along with their rates, were as follows:
