T.R. BAALU CALLS FOR NEW NORMS FOR TECHNOLOGY TRANSFER TO DEVELOPING
COUNTRIES
A ‘Technology Bazaar’
an exposition of environment friendly technologies will be organised
in New Delhi in November this year to facilitate technology dissemination,
transfer and cooperation. This was announced by the Environment
and Forests Minister Shri T.R. Baalu at the United Nations Framework
Convention on Climate Change Workshop on Enabling Environments
for Technology Transfer at Ghent in Belgium today. The Minister
said the focus of the Technology Bazaar will be climate friendly
technologies. He said with a wide spectrum of participants from
across the globe, the Technology Fare would be of immense benefit
for investors and recipients.
Shri Baalu emphasised
at the Workshop that Technology Transfer shall be guided by green
credit, waste minimization, attitudinal shifts and policy reorientation.
Stating that ‘lowest initial capital investment’ based transfer
of technologies resulted in diffusion of obsolete technologies
to developing countries, Shri Baalu called for new modes of transfer,
which would enhance the capabilities of developing countries to
assess the need, select, import, assimilate, adapt and develop
appropriate technologies. Capacity building shall be made mandatory
in any technology transfer, he asserted.
Shri Baalu urged
the developed countries to assist in strengthening institutions
in developing countries and filling the information gaps. He observed
that in most cases the current practices of technology transfer
do not allow the recipient countries and enterprises to accumulate
appropriate technological capabilities. Although, the volume of
technology transactions may have increased, it is not accompanied
by the necessary enhancement in the ability of recipients to operate
an industrial facility, the Minister said.
Shri Baalu who is
also currently the President of the Conference of Parties to the
United Nations Framework Convention on Climate Change said early
ratification of the Kyoto Protocol would give impetus to the enabling
activities that are already transpiring in many countries to reduce
green house gas emissions. He said operationalisation of the Clean
Development Mechanism by the Delhi Conference on Climate Change
last year was a significant step towards promoting sustainable
development in developing countries. Climate change sector needed
far wider partnerships and cooperation among all the stakeholders,
Shri Baalu observed.
