STANDARD BIDDING DOCUMENT FOR RURAL ROADS
Ministry of Rural
Development has released Standard Bidding Document for Pradhan
Mantri Gram Sadak Yojana (PMGSY). The work of development of the
Standard Bidding Document was given to the experts of the field.
The procurement process and Standard Bidding Documents of various
States, Ministry of Road Transport and Highways, World Bank and
ADB etc. were studied and the draft was subjected to the process
of thorough review and consultation by experts and State Governments.
In the initial years
of the implementation of the Pradhan Mantri Gram Sadak Yojana,
it was observed that different type of bidding documents were
being used by different States and provisions of the guidelines
of the Pradhan Mantri Gram Sadak Yojana were not fully enforced
and it was felt necessary to develop Standard Bidding Document
for the programme after the study of good procurement systems
and best national and international practices.
The Standard Bidding
Document has the following main provisions:
- The tender will be invited for
construction as well as maintenance of the road work for five
years including the liability of the defects for five years.
- The technical qualification of
the contractor in terms of the bidding capacity, the experience
of civil engineering works and in relevant field, possession
of requisite machinery and equipments and financial capacity
etc. will be evaluated before opening of the financial offer.
- The responsibility of establishment
of Quality Control laboratory and mandatory testing will be
of the contractor.
- The contractor will be required
to employ requisite engineering and technical staff.
- The funds for the construction
will be provided through the Pradhan Mantri Gram Sadak Yojana
but the funds for maintenance of the road work for five years
will be provided by the State Governments. In order to give
the effect to the Standard Bidding Documents, the following
procedure will be adopted for execution of works under the Pradhan
Mantri Gram Sadak Yojana.
The estimates of
each work under PMGSY will be made in two parts. The first part
will be the estimate for Construction of the Road and related
works and the second part will be the estimate of year-wise routine
maintenance for five years. The clearance for the estimates for
construction of Road and related works will be provided by this
Ministry of Rural Development but the clearance for the estimate
of routine maintenance will be provided by the State Government
and the provision for the funds related to the maintenance will
be done by the State Government.
Before submitting
the proposals for construction of Roads and related works for
clearance to the Empowered Committee of the Ministry of Rural
Development, the State Government will be required to give sanction
for routine maintenance of every work in the proposal. The State
Government will also be required to furnish a certificate to the
effect that the provision of funds for maintenance has been made
in the State Budget separately for PMGSY Roads.
