INDIA BAGS GOLD & SILVER AT COMMONWEALTH INNOVATION
PROGRAMME
India has bagged
Gold and Silver Medals in the International Innovations Awards
organized at Glasgow in UK by the Commonwealth Association for
Public Administration and Management (CAPAM) from Sep. 5 to 11
this year. This is for the third year in a row that India has
won this competition. The Award programme is aimed at promoting
new initiatives in government reforms and exposing Commonwealth
Countries to varying perspectives on models of change and reforms.
The Gold Medal has
been won by the Indian entry " Trichy Community Policing:
A Novel Experience" from Govt. of Tamil Nadu. The Karnataka
Government entry titled "Bhoomi—Online Delivery of Land Records"
has won the silver Medal. Six of Indian entries figured in the
top 11 submissions.
"Trichy Community
Policing: Novel Experience", Govt. of Tamil Nadu initiatives
have effectively met challenges of gang wars and terrorism in
a fragmented Trichy city. From status of mutual distrust to "people
friendly Police" has evolved through free flow of information,
accountability and ethical image.
"Bhoomi- Online
Delivery of Land Records", Govt. of Karnataka has computerized
20 million records, making them available online at all sub-district
headquarters. This has introduced transparency and freed farmers
from manipulation and extortion.
The Ministry of Personnel,
Public Grievances and Pensions, Government of India (Department
of Administrative Reforms and Public Grievances) has been participating
in this Awards Programme ever since its institution, and has been
sponsoring best practices of the Central and State Governments
for the competition.
The theme of this
year’s Awards programme was ‘Innovations in Governance’. Out of
over 150 submissions received by CAPAM from various countries,
21entries/submissions were from India. Of the 21 Indian submissions,
6 had the distinction of figuring among the 30 semifinalists entries
short-listed by CAPAM.
