COPYRIGHT ENFORCEMENT CELLS SET UP IN 19 STATES/UTs


Copyright Enforcement Cells have been set up in nineteen States and Union Territories. Besides, a number of industries, particularly music and computer software have set up their own Anti-Piracy Cells to combat the menace of copyright infringement. This was stated by Shri S. K. Tripathi, Secretary, Department of Secondary and Higher Education, Ministry of Human Resource Development while inaugurating a conference of nodal officers designated for copyright related matters in various States/Union Territories.

The secretary emphasised that though the government is working hard towards bridging the gap between copyright law and its enforcement, public awareness and vigilance are the best guarantee for enforcement of copyright laws. The Government, therefore, in cooperation with copyright societies registered under the Act and educational institutions, has been organising seminars and workshops in different parts of the country regularly to educate the people about copyright matters. At the behest of this Ministry, the Police Training Academy at Hyderabad has now a full-fledged curriculum for training the police officials in IPR including copyright. National Academy of Administration, Mussoorie and Training Institute of Custom Officials at Faridabad are also sensitizing the officers about copyright and IPR. Through the Scheme of Intellectual Property Education, Research and Public Outreach, the Ministry of Human Resource Development gives liberal financial assistance to NGOs, Institutions, Universities, Colleges, Police and Enforcement Personnel to organise Seminars, Workshops, Conferences, training programmes in order to sensitize the stakeholders and spread awareness regarding IP Rights and Copyrights, he added.

The Secretary pointed out that the Government constituted the Copyright Enforcement Advisory Council (CEAC) to review the progress of enforcement of Copyright Act periodically, and to advise the Government regarding measures – both on the policy front and on the implementation front, for improving the enforcement of the Act. Representatives of the leading copyright agencies and organisations are among its members besides representatives of Central as well as State Governments, enforcement personnel, and copyright experts.

This is the second Conference of Nodal Officers designated for Copyright relating matters. Shri B. K. Sharma, Chairman, Copyright Board, Shri Jagdish Sagar, Chairman, Delhi Vidyut Board, and representatives from the field of Law, from the Customs, Police, Film Federation of India, NASSCOM, Indian Music Industry, besides others also participated in the discussions.
