FLOOD CONTROL SCHEMES IN ASSAM

LOK SABHA

The Government of India has been extending Central Loan Assistance to the State Government of Assam for flood control schemes since 1974-75 till 1999-2000 in the form of loan and grants upto March 2000 and a total amount of Rs. 401.03 crores has been provided. Further, additional central assistance of Rs. 10 crore was provided to Assam by the Planning Commission during 2001-2002. An amount of Rs. 49 crore from 1998-99 till 2001-2002 has also been released under Non-lapsable Central Pool of Resources out of which amount of Rs. 30 crore is reported to have been utilised by the State Government and release of next instalment of funds would be considered after receipt of utilisation certificate and quarterly progress report on the implementation of these schemes by the State Government.

Flood Management being a State subject, the flood control schemes are planned, funded and executed by the State Government themselves out of their own resources as per their own priorities. The assistance rendered by Central Government are technical, catalytical and promotional in nature.

A Centrally Sponsored Scheme is also under formulation for providing central assistance to the North-Eastern States including Assam for implementing critical flood control schemes during 10th Five Year Plan.
