IMPLEMENTATION OF RURAL DEVELOPMENT SCHEMES
UNSATISFACTORY AT VILLAGE LEVEL - VENKAIAH NAIDU
Though
several States are responding positively to the Centre’s advice
to ensure more transparency, people’s participation and accountability
in implementation of the rural development programmes, the situation
at the ground level, especially at the village level is unsatisfactory
said the Union Minister for Rural Development, Shri Venkaiah Naidu.
This is despite the matter being pursued with the State authorities.
This has been apparent during the Minister’s various tours to
different States and Union Territories. The states are being called
upon to urgently implement the Four Point Programme - Creating
Awareness, Transparency, People’s Participation and Accountability
through Social Audit - in letter and spirit, to ensure meaningful
implementation of the programmes, the Minister said.
In
order to provide the necessary impetus and focus for ensuring
effective implementation of various programmes at the grassroots
level, the Ministry of Rural Development is organising a Conference
of Project Directors of the District Rural Development Agencies
(DRDAs) and Chief Executive Officers of the Zilla Parishads of
the States (where rural development programmes are being implemented
through the Zilla Parishads), at Hyderabad on 5th and
6th July, 2002. It is expected that about 600 participants
from all over the country will attend this conference.
The Ministry
has been taking concerted efforts to expedite timely release of
funds in accordance with the prescribed procedures, to the States
and UTs and to endeavour to ensure that the States and UTs claim
their instalments, as per schedule. The detailed analysis of the
latest status of releases for the current finacial year (as on
3first May, 2002), state-wise and programme-wise, follows.
Andhra Pradesh
Sampoorna Grameen Rozgar
Yojana (SGRY) - Second stream funds
which are meant for programmes to be taken up by the Gram Panchayats,
have been released to all districts. A total of Rs. 4364.07 lakh
have been released against the total allocation of Rs. 8728.14
lakh under the first instalment.
However,
SGRY funds under first stream which is meant for projects/ schemes
to be taken up by Zilla Parishads and Panchayat Samiti could not
be released to eight districts namely Anantpur, Chittoor, East
Godavari, Prakasam, Vishakhapatnam, Vijaynagar and West Godavari
due to non submission of audit report/utilisation certificate
for the year 2001-02. Under the first stream of SGRY against the
allocation of Rs. 9396.20 lakhs, foodgrains valued at Rs. 3052.29
lakhs and funds amounting to Rs. 2226.77 lakhs have been released.
Indira Awas Yojana (IAY)
- Rs. 4603.55 lakh have been released
as first instalment to 15 districts out of 22 districts. The 7
districts to which the first instalment could not be released
for not furnishing the utilisation certificate, are: Anantpur,
Chittoor, Cuddapah, Kurnool, Mehboobnagar, Nelgonda and Nellore.
However, additional funds have been released to these districts
due to their being heavy rain / cyclone affected districts.

Yojana (SGSY) –First instalments
of Rs. 1534.16 lakh against the allocation of Rs. 3068.31 lakh,
have been released to all districts.
Drought Prone Area Programme
(DPAP) - First instalments amounting
to Rs. 975.25 lakh have been released to the state.
Rural Water Supply
– Under the Accelerated Rural Water Supply Programme
(ARWSP), Rs. 3913.20 lakh have been released as first instalment.
Also, Rs. 253.70 lakh have been
released under the Desert Development Programme (DDP) as first
instalment.
Integrated Wastelands
Development Programme (IWDP) – The
first instalment amounting to Rs. 262.98 lakh has been released.
And Rs. 594.84 lakh has been released for the Emplyoyment Assuarance
Scheme (EAS) under IWDP
Karnataka
Sampoorna Grameen Rozgar
Yojana (SGRY) - Under the first stream
of the programme, the first instalment has been released to all
districts. An amount of Rs. 3528.24 lakh has been released against
the allocation of Rs. 7095.46 lakh as cash component. Foodgrains
valued at Rs. 3483.83 lakh have been released. Under the second
stream funds an amount of Rs. 3295.50 lakh out of the allocation
of Rs. 6590.99 lakh has been released to all the districts.
Indira Awas Yojana (IAY)–
A total amount of Rs. 3121.76 lakh as against the allocation of
Rs. 6243.52 lakh, has been released to all the districts as first
instalment.
Swarnajayanti Gram Swarozgar
Yojana (SGSY)– Funds to the tune
of Rs. 770.61 lakh against the allocation of Rs. 2317 lakh have
been released to 18 districts under the first instalment. The
remaining 9 districts – Bagal Kot, Bijapur, Chitradurga, Gadag,
Gulbarga, Hassan, Kodagu (Coorg), Mandya and Uttar Kannada could
not get funds due to audit objection and non receipt of proposals.
Drought Prone Area
Programme (DPAP) –Rs. 87.75 lakh
have been released.
Rural Water Supply–
The first instalment of Rs. 3724.20 lakh has been released. An
amount of Rs. 340.12 lakh has been released for areas under DDP.
Integrated wastelands
Development Programme (IWDP) – Funds
to the tune of Rs. 240.64 lakh have been released. Also, Rs. 216.36
lakh have been released under EAS (Watershed).
Land Reforms and
Desert Development Programme (DDP)
- Under this, Rs 82.69 lakh have been released to the State Government.
Kerala
Sampoorna Grameen Rozgar
Yojana (SGRY) - First stream funds
to the tune of Rs. 1370.91 lakh have been released against the
allocation of Rs. 3183.71 lakh to 12 districts. Foodgrains valued
at Rs. 1346.20 lakh have been released under first instalment.
First instalment under this stream could not be released to Kollam
and Ernakulam due to non submission of audit report/ utilisation
certificate for the year 2000-01.
First instalments under the second
Stream amounting to Rs. 1478.67 lakh have been released against
the allocation of Rs. 2957.35 lakh have been released to all districts.
This is for the SGRY programme meant to be taken up by the Gram
Panchayat.
Indira Awas Yojana (IAY)–
Rs. 1632.06 lakh have been released against the allocation of
Rs. 3868.97 lakh as first instalment to 11 districts out of 14
districts. In case of Kannur and Kottayam, funds could not be
released because the release of second instalment during 2001-02
was conditional. These districts are required to submit complete
adjustment of the amounts shown as un-adjusted advances or cheques
issued but not presented for payment as on 31.03.2001.
In Pathanmthitta District, the
second instalment under both the components could not be released
as the expenditure has been less than 60 percent of the resources
made available. For claiming the first instalment during 2002-03,
the district is required to submit the revised proposal with utilization
certificate for 2000-01, 2001-02, and the latest expenditure profile
for 2002-03, along with the Audit Report for 2000-01 and 2001-02
duly reconciled.

Yojana (SGSY)– Rs. 519.82 lakh have
been released against the allocation of Rs. 1039.63 lakh, to all
districts as first instalment.
Rural Water Supply
- Under the ARWSP, Rs. 1899.30 lakh have been released to the
state as first instalment.
Tamil Nadu
Sampoorna Grameen Rozgar
Yojana (SGRY) - Funds amounting to
Rs. 4154.10 lakh have been released against the allocation of
Rs. 8308.20 lakh under the first stream, to all districts. Foodgrains
valued at Rs. 4079.28 lakh have been released. Under the second
stream, Rs. 3858.80 lakh have been released against the allocation
of Rs. 7717.59 lakh, to all districts.
Indira Awas Yojana (IAY)
- First instalment of Rs. 3030.67 lakh has been released to all
districts against the total allocation of Rs. 6061.33 lakh.
Swarnajayanti Gram Swarozgar
Yojana (SGSY)– A total amount of
Rs. 1356.53 lakh has been released to all districts as first instalment,
against the allocation of Rs. 2713.06 lakh
Drought Prone Area Programme
(DPAP)– Rs. 40.50 lakh have been
released.
Rural Water Supply
- First instalment of Rs. 2386.80 lakh has been released.
Integrated Wastelands
Development Programme (IWDP)– Funds
amounting to Rs. 136.44 lakh have been released to the state.
Rural Sanitation Programme
– First instalment has been released to Virudhunagar
district.
Pondicherry
Sampoorna Grameen Rozgar
Yojana (SGRY)– Under the first stream,
Rs. 31.66 lakh has been released as against the allocation of
Rs. 63.31 lakh, and first instalment of foodgrains of value Rs.
31.09 lakh, has been released to all districts. Under the second
stream, Rs. 43 lakh has been released, as against the total allocation
of Rs. 86 lakh
Indira Awas Yojana (IAY)
- Rs. 36.45 lakh has been released against the allocation of Rs.
72.90 lakh under the first instalment.
Swarnajayanti Gram Swarozgar
Yojana (SGSY)– An amount of Rs. 25
lakh has been released against the allocation of Rs. 50 lakh,
as first instalment.
