STEPS TAKEN TO RECOVER OUTSTANDING DUES OF COAL SUPPLIES

As per existing guidelines, the Thermal Power Plants are required to deposit advance money or to open irrevocable revolving letter of credit for the purpose of ensuring payments for coal supplies. In some cases the power stations are not ensuring timely and adequate payments and as a consequence coal supplies are sometimes regulated in line with the payments being received.

Coal India Limited and its subsidiary coal companies maintain account of outstanding dues against each State Electricity Board. The total outstanding dues payable to CIL and its subsidiary coal companies as on June 30, 2002 are 6117.85 crores. The major amount outstanding is Rs. 1146.55 crore from Madhya Pradesh Electricity Board, Rs. 981.89 crore from West Bengal Power Development Corporation Limited, Rs. 588.10 crore from Badarpur Thermal Power Station, Rs. 576.10 crore from Maharashtra State Electricity Board, Rs. 430.40 crore from Tamil Nadu Electricity Board, Rs. 410.07 crore from NTPS and Rs. 380 crore from UPEB.

The steps taken for recovery of outstanding dues are "Cash and Carry" method; recovery from central plant assistance of the concerned States; adjustment of coal sale dues of SEBs towards power bills, royality, cess; through a scheme of securitisation of dues and through settlement of disputed outstanding dues through umpires appointed by Government.

This was stated by Minister of State for Coal, Mines, Law & Justice Shri Ravi Shankar Prasad in a written reply today in Lok Sabha.
