BACKGROUNDER
Project Background
Union Cabinet accorded
its approval for taking up phase-1 of Delhi MRTS Project in September
1996 at a cost of Rs. 4860 crore (April,1996 prices). The project
is scheduled to be completed by March 2005. Taking into account
the escalation in prices during the period of construction of
seven and half years, the completion cost of the project is Rs.
10,570 crore. As per the Loan Agreement, the project is to be
financed through equity contribution of 30% by the Government
of India and Government of National Capital Territory of Delhi
equally, about 56% is to be covered by a soft loan from JBIC (formerly
OECF), Japan, 8% for the cost of the land to be acquired is to
be met through an interest free sub-ordinate loan to DMRC by the
two Governments in equal proportion. The balance 6% of the cost
is to be covered by DMRC by property development.
Project Network
Broadly, speaking
phase-I of Delhi Metro Rail Project consists of the three lines
measuring 62.16 kms. Delhi Government has recently approved
inclusion of three more lines in phase II; measuring 42.1 kms.
Phase II is proposed
to be completed by 2010 and its completion cost has been estimated
at Rs. 8,900 crore. In order to ensure that construction work
on phase II is taken up in continuation of phase-I, preliminary
activities like preparation of Detailed Project Reports (DPRs),
identification of land utilities, etc. for the above lines are
being started shortly.
Participating
Agencies
For implementing
MRTS project and to operate the service on the same later, a company
under the name, Delhi Metro Rail Corporation Ltd. (DMRC) was registered
on 3rd May 1995 under the Companies Act, 1956. To assist
DMRC in the implementation of the project General consultants
comprising a consortium of five international consultancy companies
have been appointed and they are in place w.e.f. 14.9.98.
Review and Monitoring
The Government of
India has set up a group of Ministries under the Chairmanship
of Home Minister to take decisions on behalf of the Government
on issues referred to it in respect of Delhi MRTS Project. In
addition, an ‘Empowered Committee’ has been set up by GNCTD under
the Chairmanship of Chief Secretary to expedite the work on this
project. The Ministry of Statistics and Programme Implementation
monitors the project each month through flash report system.
Project Schedule
and Status
Phase-I of the
Project was to be implemented in a period of 10 years from 1.4.95
to March 2005. Three years’ delay had taken place by the time
DMRC started functioning. The implementation schedule was recast
to complete the whole project in 7 years time, adhering to the
original target of March 2005 for commissioning of this project.
The project has
suffered a delay of nine months over the original date of March,
2005 due to delay in finalisation of some tenders required to
be awarded on the basis of international bidding. Efforts are
being made to make up the loss by compressing the completion dates
of various milestones.
Present Status
Civil works on
shahdara-Tis-Hazari (8.3km) section started on 1.10.1998 and are
now complete. Civil works on the other two sections from Tis Hazari
to Trinagar (4.5 km) and Trinagar to Rithala (8.5 km) have also
achieved substantial progress.
Shahdara-Tis
Hazari section will be commissioned for passenger traffic on 24
December 2002. This will be followed by commissioning of Tis Hazari-Trinagar
(4.5 km) section in September 2003 and Trinagar-Rithala (8.5 km)
section in March, 2004.
Line No. 2 will
be commissioned in two stages; first stage from Vishwa Vidyalaya
to ISBT (4 Km) by December,2004 and the second stage from ISBT
to Central Secretariat (7km) by September, 2005. Line No. 3 (Elevated/At
surface/Underground) has recently been approved by the Government
in lieu of Trinagar-Nangloi Line. Land acquisition and Detailed
Designs for civil works are in progress.
