The Appointments Committee of the Cabinet has approved the following appointments: -

1. Shri A. K. Goswami, IAS (HP: 66), presently Secretary, Department of Drinking Water Supply, as Secretary, Ministry of Water Resources, relieving Shri B. N. Navalawala, Adviser, Ministry of Water Resources of the additional charge of the post.
2. Shri D. K. Biswas, IAS (WB:67), presently Secretary, Department of Animal Husbandry and Dairying, as Secretary, Department of Urban Employment and Poverty Alleviation, vice Shri S. S. Chattopadhyay, IAS (WB: 66), proceeding on leave from 16.8.2002.
3. Shri N. L. Lakhanpal, IAS (MH: 67), presently Director General, Foreign Trade, Department of Commerce, as Secretary, Inter-State Council Secretariat, Ministry of Home Affairs.
4. Shri A. M. Nimbalkar, IAS (MH: 67), presently Special Secretary, Ministry of Home Affairs, as Secretary, Department of Defence Production and Supplies.
5. Smt. Binoo Sen, IAS (MP: 67), presently Special Secretary and Central Relief Commissioner, Department of Agriculture and Cooperation as Secretary, Department of Animal Husbandry and Dairying vice Shri D. K. Biswas, IAS (WB: 67).
6. Shri S. S. Meenakshisundaram, IAS (KN: 68), Additional Secretary, Department of Space, as Secretary, Department of Drinking Water Supply, vice Shri A. K. Goswami, IAS (HP: 66).
7. Shri R. C. A. Jain, IAS (BH: 68), Additional Secretary, Department of Agriculture and Cooperation, as Special Secretary, Ministry of Home Affairs, vice Shri A. M. Nimbalkar, IAS (MH: 67).
8. Shri Jai Singh Gill, IAS (PB: 68), Director General, CAPART to be upgraded in the rank and pay of Secretary.
9. Shri V.K. Agnihotri, IAS (AP: 68), Officer on Special Duty, Twelfth Finance Commission, in the rank of Additional Secretary to be upgraded in the rank and pay of Secretary.
10. Shri G. R. Patwardhan, IAS (BH: 68), Additional Secretary, Department of Health, as Special Secretary, Department of Health, by upgrading the post held by him for a period of three months.
11. Shri D. T. Joseph, IAS (MH: 68), Director General, Shipping in the rank of Additional Secretary, to be upgraded in the rank and pay of Secretary by upgrading the post held by him for a period of three months.
12. Shri Mohan Kanda, IAS (AP: 68), presently on leave, as Special Secretary and Central Relief Commissioner, Department of Agriculture and Cooperation vice Smt. Binoo Sen, IAS (MP: 68).
13. Shri N. K. Narad, IAS (MP: 68), Additional Secretary, Ministry of Petroleum and Natural Gas, as Special Secretary, Ministry of Petroleum and Natural Gas, by upgrading the post held by him for a period of three months w.e.f 16.8.2002.
14. Shri P. L. Thanga, IAS (MT: 74), Joint Secretary, North Eastern Council Secretariat, would hold current charge of the post of Secretary, North Eastern Council Secretariat, in addition to his present duties purely as a temporary measure.
15. Shri D. R. Tiwari, Joint Secretary, Ministry of Parliamentary Affairs, would hold current charge of the post of Secretary, Ministry of Parliamentary Affairs, in addition to his present duties, until further orders.
