NON-UTILIZATION OF GRANT UNDER RAJIV
GANDHI DRINKING WATER MISSION BY KERALA
Ministry of Rural
Development has allocated Rs. 63.31 crore and Rs.36.98 crore to
the State Government of Kerala during the year 2001-02 and 2002-03
under the Accelerated Rural Water Supply Programme (ARWSP). Out
of this amount, Rs.50.45 crore and 18.99 crore were released to
State during 2001-2002 and 2002-2003 for rural drinking water.
The State Government
has not been in a position to get the entire amount released due
to heavy opening balance with them. During the year 2001-02, an
amount of Rs.1286 lakh was deducted on account of excess opening
balance as on 1.4.2001. The allocation for the year 2002-03 has
been decided as per the revised criteria adopted in the ARWSP
Guidelines giving increased weightage for Not-Covered/Partially
Covered habitations and quality affected habitations. Acoordingly
the allocation for Kerala stood reduced to Rs.3698 lakh during
2002-03 from Rs.6331 lakh during 2001-02.
The Government of
Kerala requested for release of second instalment of fund during
2002-03 but the same could not be released due to heavy opening
balance with the State.

by Minister of State for Rural Development Shri Annasaheb M.K.Patil
in a written reply to Shri N.K.Premachandran in a Rajya Sabha
today.
