SIGNIFICANT INCREASE IN MICRO-CREDIT FINANCING BY THE NATIONAL SCHEDULED CASTES FINANCE AND DEVELOPMENT CORPORATION


There has been considerable increase in Micro-Credit Financing (MCF) by the National Scheduled Castes Finance and Development Corporation (NSFDC) during the last two years. It increased from 14% during 2001-2002 to 18% in 2002-2003 of the total amount of disbursement. The MCF scheme was started by NSFDC in 1999-2000. It is meant to provide concessional financial assistance for income generating units to persons belonging to scheduled castes living below double the poverty line, i.e., where the annual income does not exceed Rs. 40,000 for rural areas and Rs.55,000 for Urban areas. The Corporation provides loans under MCF Scheme upto Rs. 25,000 per unit through the State Chanelising Agencies, SCAs at concessional interest rate of 5%.

The major overall lending by the NSFDC except in Andhra Pradesh, Tripura and West Bengal has been in the Transport sector, which has been 39%. The lending in the Agriculture sector has been 34% followed by the service sector and others which constituted 24% of lending and 3% in the Industry sector.

According to the guidelines the lending should have been 50% in the Agriculture sector, 40% in Service sector and 10% in Industry sector. The shortfall in meeting the guidelines, according to SCA officials, is because agriculture loans are too small considering the approved price of land in various states. Similarly, most beneficiaries are not able to raise supporting finance and required know-how to start the industrial units. As far as higher disbursements in transport sector are concerned, the officials say, it is easy to finance in this sector, since the SCAs have a collateral security which can be easily liquidated.
