Ministry
of Petroleum & Natural Gas and Ministry of Coal jointly
announced here today that 14 bids for 8 blocks have been received
under the second round of the Coal Bed Methane Policy (CBM-II)
by the bid closing date of 15/10/2003. The blocks which have
attracted bids are - 2 blocks in Jharkhand, 2 blocks in Rajasthan,
1 block each in Chattishgarh (partially in Madhya Pradesh),
Gujarat, Madhya Pradesh and Maharashtra. One block located in
Andhra Pradesh did not attract any bid. Four blocks attracted
multiple bids, whereas other 4 blocks attracted single bid.
The
companies, which have bid either alone or as a consortium include
the National Oil Companies (NOCs) namely Oil & Natural Gas
Corporation Limited (ONGC) and GAIL India Limited (GAIL), the
Central Public Sector Undertaking (PSU) Coal India Limited (CIL),
Gujarat State Government company – Gujarat State Petroleum Corporation
Limited (GSPCL), Indian Private companies – Reliance Industries
Limited (RIL), Great Eastern Energy Corporation Limited (GEECL),
Mudra Ispat Limited and 1 foreign company namely Tri-star India
Trading Company Limited (a wholly owned subsidiary of Tri-star
Petroleum Company, USA), USA.
The
bids for CBM exploration and production in India for 9 Blocks
were invited on 23rd May, 2003 with the bid closing
date of 15th October, 2003.
Several
companies had visited and reviewed the data packages for the
9 blocks on offer. Seven companies reviewed data at New Delhi,
whereas 17 companies reviewed data at Houston, USA. A total
14 data packages for 8 CBM blocks amounting to Rs. 2.04 crore
were sold.
The
evaluation of the bids for CBM-II would be undertaken in a time
bound manner and it is expected that the blocks would be awarded
in about 3 months time and the contracts would be concluded
within 1 month thereafter.
