ADMISSIONS TO MANAGEMENT, ENGINEERING
AND COMPUTER-APPLICATION INSTITUTIONS BEING
STREAMLINED
Admissions on all-India basis to
professional education institutions are being streamlined so that
students do not have to take a large number of admission tests
for the same professional course. It has been decided that admissions
to all technical professional educational institutions (both minority
and non-minority) on all-India basis will be held on the basis
of merit determined through common entrance test(s). Each institute
cannot hold a separate test.
All States will continue to hold
their own common entrance tests for admission to professional
institutions within their States as before. However, these tests
will be restricted to students from within the State only. Students
admitted on all-India basis in the State level institutions will
be admitted only on the basis of all-India exams as above. States
which may not like to conduct their own tests could use merit
determined by the all-India Tests.
All admissions in different approved
quotas will be made strictly on the basis of inter-se merit based
on common entrance tests as above. Seat allocation will be coordinated
by the State Authority in case of State level admissions and by
the Central Authority in case of admissions made on All-India
basis. After the admission process is over, all institutions will
submit to the Authority concerned, the list of students admitted,
along with rank number obtained by the student, the fees collected
and all such particulars and details as may be required by the
Authority. If it is found that any student has been admitted de
hors merit, penalty will be imposed on that institute and
in appropriate cases recognition / affiliation may also be withdrawn.
A National Coordination Committee
(for MBA test), a National Advisory Board (for AIMCET: the MCA
test), and a National Advisory Board (for AIEEE) have been constituted
under the Union Education Secretary for overall coordination.
The Ministry of Human Resource Development
has issued memoranda to this effect, in pursuance to the Judgment
on August 14, 2003 of the 5-Judge Bench of the Supreme Court in
the case of Islamic Academy of Education and Ors. v. State of
Karnataka and Ors. read with Majority Judgment on October 31,
2002 of the 11-Judge Constitution Bench of the Supreme Court in
the case of TMA Pai Foundation and Ors. v. State of Karnataka
and Ors.
MBA / PGDM
Admissions on all-India basis to
the MBA / PGDM (or equivalent) programmes in all institutions
in the country will be through one of the five national entrance
tests, namely, CAT (conducted by IIMs), JMET (conducted by IITs),
MAT (conducted by AIMA), ATMA (conducted by AIMS) and XAT (conducted
by XLRI). These tests will be conducted independently, subject
to the condition that these are objective and transparent. All
institutions admitting students on all-India basis will have to
opt for one of these exams. To enable this, last date(s) for receipt
of applications for these entrance tests will be suitably extended.
Admissions from the academic year
2005-2006 will be made through a single Common all-India Test.
Engineering, architecture,
planning and pharmacy
All admissions on all-India basis
to the undergraduate programmes in engineering, architecture /
planning and pharmacy in all institutions in the country will
be made through an All India Engineering, Architecture / Planning
and Pharmacy Entrance Examination (AIEEE). AIEEE will be for those
institutions that are presently holding their own entrance tests
and admitting all their students or certain percentage of them
on all-India basis. This will however not include IITs, ISM (Dhanbad)
and IT (BHU), which are admitting students on the basis of JEE
conducted by the IITs.
MCA
Admissions on all-India basis to
the Master of Computer Applications (MCA or equivalent) programmes
in all institutions in the country will be made through an All-India
MCA Common Entrance Test (AIMCET) from the academic year 2004-2005.
This test will be for those institutions that are presently holding
their own entrance tests and admitting all their students or certain
percentage of them on all-India basis.
