HUMAN RESOURCE DEVELOPMENT ON RAILWAYS ON SAFETY STRATEGY


Human resource development will continue to be the most vital plan of safety strategy on Indian Railways. Accordingly, safety officials have been empowered, additional financial and administrative powers to Zonal and Divisional heads given, modernization of training institutes for better output and filling up of safety staff within one year effected. Multi-layer and super inspection at various levels will supplement these steps.

Besides, stress and strain on line capacity may get further reduced and resultant impact on safety consciousness experienced through execution of line capacity works targeted to ease congestion on main routes and arteries of Indian Railway’s network. Another major initiative taken recently is the review of Disaster Management System. Well-considered recommendations will be implemented to mitigate sufferings of accident victims.

In addition, enhanced powers have been given to General Managers for safety works. Safety Department has been opened to major five disciplines for making it broad based. Added to this, multi-disciplinary teams are being formed to undertake short and long-term research projects related to analysis of accidents for management decisions and actions. Besides, Safety department has been empowered to have an assertive role in administrative action relating to accidents. Railway Recruitment Boards have been revamped and cleansed up for induction of better manpower. Anti-sabotage measures have also been initiated.
