RELEASE ORDER FOR EXPORT OF SUGAR:
PROCEDURE SIMPLIFIED
On the notification
of the Essential Commodities (Amendment) Act, 2003, the provisions
contained under Clause 4 and 5 of the Sugar (Control) Order, 1966
stand incorporated in-to Essential Commodities Act, 1955. Consequently,
all the releases made by the Directorate of Sugar either for domestic
market or for export purposes are henceforth governed under the
Essential Commodities Act, 1955.
In order to encourage export of sugar, the Government of India
has given various incentives to the sugar mills, which include
exemption from, levy obligation on the sugar meant for export,
adjustment of the releases in the non-levy stocks of the concerned
sugar factories after a period of 18 months, reimbursement of
the expenditure on internal transport and neutralization of ocean
freight disadvantage on export shipments. Further, the processing
of the applications for issue of release orders for export of
sugar has been simplified as under :
a.. Information namely IEC Code No., PAN Number, Proof of export
in respect of earlier release orders, if any, would be submitted
with a copy of the letter of credit for grant of Release Order
for export of sugar;
b.. The validity period of the release order would be 60 days
and an extension of 30 days would be considered if the released
quantity has not been exported within the original validity period;
c.. The request for second extension of the release order would
be considered only in exceptional cases. This would, however,
require documentary support for non export of sugar within the
validity period;
d.. The exporters would be required to submit ARE-1 forms duly
signed by the Customs and Central Excise authorities, as a proof
or export, within a period of 30 days after the expiry of the
original/extended validity period of the Release Order, failing
which the requests for further release would not be entertained;
e.. In order to reduce the processing time, the approval of the
proposals for grant of export release orders will now be at the
level of Chief Director (sugar).
