A single-Member Commission of Inquiry headed by Justice K. Venkataswami, a retired Judge of Supreme Court of India was appointed by the Central Government notified in the Gazette of India on 24.3.2001 to inquire into certain allegations made in the videotapes and transcripts released by Tehelka.com under the name of "Operation West End".

Following the resignation of Justice K. Venkataswami from the Chairmanship of the Commission on 23.11.2002, the Government vide Notification dated 4.1.2003, appointed Justice S.N. Phukan, as Chairman of the Commission, who has assumed charge on 20th January 2003.

The terms of reference of the Commission are wide ranging in scope. The work of the Commission is in progress and the term of the Commission was last extended by six months i.e. from, July 05, 2003 to January 03, 2004.
