WHITE PAPER ON TERRORISM

The Lok Sabha was informed today that there is no proposal to issue a White Paper on Terrorism in order to check trans-border crime and terrorism. The Government has adopted a well coordinated and multi-pronged approach which includes strengthening the border management, galvanizing the intelligence machinery, neutralizing plans of terrorist groups by well coordinated intelligence based operations. From time to time, the Central Government has been sensitizing the State Governments about threat perception with regard to the activities of militant groups. The Minister of State for Home, Shri I.D. Swami told the House in a written reply that assistance is provided by the Central Government to the States by way of deployment of para-military forces and release of funds for modernizing the State Police Forces. 32 militant organizations have been notified as Terrorist Organisations. Besides, the Government has set up Joint Working Groups with a number of countries to counter cross border crime and terrorism.

To another question he said a Joint Task Force on Intelligence has been constituted mainly to upgrade the intelligence capabilities of State Police forces and to co-ordinate the efforts of the Intelligence Wings of the Central Police Organizations and of the State Police forces.
