To check the irregularities
in the release of Member of Parliament Local Area Development
Scheme (MPLADS) the Government is strictly adhering to the provisions
of the Guidelines of the scheme. This information was given
by the Minister of State for Statistics and Programme Implementation,
Shri S.B. Mookherjee in Lok Sabha today.
Replying to a question
by Shri K.E. Krishnamurthy and Shri Braj Mohan Ram, the Minister
said that specific complaints received in regard to release
of funds by the District Heads to the implementing Agencies
are immediately taken up with the State Governments/Nodal Districts
for investigation and remedial action. The State Governments/District
Heads have also been advised from time to time strictly to follow
the provisions of the Guidelines. Some of the complaints acted
upon during the year 2002 with regard to irregularities of funds
to the implementing agencies include full payments made before
completion of works; delay in release of funds; delay in sanctioning
of works; and irregular release of funds.
Shri Mookherjee
also told the House that the Government does not propose to
cover supply of foodgrains to the drought-affected areas of
the country under the MPLAD Scheme.
