DR. SATYANARAYAN JATIYA
CALLS FOR INCLUDING ALL BACKWARD CLASSES GENUINELY DESERVING RESERVATION
IN OBC LIST
The Minister for
Social Justice & Empowerment Dr. Satyanarayan Jatiya has called
for including all such backward classes that genuinely deserve
reservation but have not been included so far in OBC lists. He
was inaugurating the conference of the Chairpersons and Members
of the State Backward Classes Commissions here today. Referring
to the demand for raising the income ceiling for determining creamy
layer, Dr. Jatiya said that the government is seized of the issue
as the same had been fixed ten years ago. He said that the deliberations
at this conference would be of great help in this regard. Dr.
Jatiya said that his Ministry has taken several initiatives to
empower backward classes and bring them into the mainstream. These
include promotion of education and economic upliftment through
micro finance schemes at very low interest rates.
Earlier the Chairman
for the National Commission for Backward Classes, Justice Shri
Ram Surat Singh said that the Commission has already started obtaining
information through secondary sources and analysing the same for
the decennial review. These include the survey reports of the
Anthropological Survey of India, NSSO and recent research studies
by various organisations. He urged the States and Union Territories
to speed up sending of required information
The two-day Conference
has been called in connection with the first decennial revision
of the Lists of OBCs as stipulated by the National Commission
for Backward Classes Act, 1993. The Centre has entrusted the National
Commission for Backward Classes with this task. The revision has
to be completed by 2003 as the reservation for backward classes
took effect from September 8, 1993. In view of the paucity of
time, the Commission has decided to obtain the necessary information
/ data regarding socio-economic and educational status and the
representation in the government service from Central and State
governments as well as other organisations. The backward classes
( other than SCs and STs) constitute 52% of the total population
of the country and there is an enormous diversity among them in
terms of occupation, customs and level of development.
