State Chief Ministers
and UT administrators are Meeting here tomorrow to discuss the
internal security situation. The Prime Minister, Shri Atal Behari
Vajpayee will inaugurate the Conference. The meeting is held
as a follow up of the Conference of State Chief Secretaries
and Directors General of Police held in the Capital on January
7, 2003.
The Conference
assumes significance because of the fact that Law and Order
scenario in the country has undergone a major change during
the last 10-15 years and the Central and State Police Forces
today have to fight on various fronts i.e. terrorism, insurgency,
Left Wing Extremism, religious fundamentalism etc. The crime
scenario has also become complex with criminals acquiring modern
gadgets and using sophisticated techniques.
The Group of
Ministers which was constituted after the Kargil episode had
deliberated at length on the challenges faced and on the efficacy
of the measures required in order to arrive at an effective
strategy for internal security management. Keeping in view the
responsibility of the Union Government and the States for management
of internal security in accordance with the constitutional provisions,
the GOM had made 94 actionable recommendations on internal security
covering constitutional, legislative, legal, administrative
and organizational aspects. These recommendations will be discussed
in detail in tomorrow Conference.
The other important
items in the agenda of discussions include Detection and Deportation
of Illegal immigrants, Left Wing Extremism, issuing of Multi-purpose
National Identity Cards, Coastal Area Security, Police Reforms
and Modernization of State Police Forces.
The Deputy
Prime Minister and Home Minister, Shri L.K. Advani will preside
over the day long Conference and also sum up the discussions.
Central Ministers representing key Ministries like Defence,
Finance and the Deputy Chairman of the Planning Commission will
participate in the Conference. The Cabinet Secretary, Secretaries
of concerned Ministries, Heads of Central Police Forces, Chief
Secretaries and Directors General of State Police will also
attend.
