Towards this goal empowerment of the citizen is essential so that they are not only aware of their responsibility but also of their basic rights. He said promoting openness, transparency and accountability is the need of the day. The Department of Administrative Reforms and Public Grievances has taken various steps for effective redressal of public grievances. The Minister also stressed that the common man should be the focus and the administrators and service providers should come together to deliver the goods to improve the quality of life of the common man. This will go a long way in building a healthy society in a large democracy like India.

Over the years in India, significant progress has been made in the field of economic development. This along with a substantial increase in literacy rate has made the citizen increasingly aware of his rights. They have become more articulate and expect the administration not merely to respond to their demands but also to anticipate them.
