PRESIDENT’S
ASSENT TO TWO BILLS
The
President has given his assent to the
Appropriation
(No.4) Bill, 2002 and the Appropriation (No.5) Bill, 2002.
With this, the two Bills have been notified in the Gazette of
India as Act Nos. 46 and 47 respectively of the year 2002. The
two Appropriation Bills were passed by the Lok Sabha and could
not be taken up for their return by the Rajya Sabha as the proceedings
of the Houses of Parliament were disrupted and the
Monsoon Session of the Parliament
adjourned sine die, before the schedule, in the forenoon of August
12, 2002. Since these two Bills were money bills, their passage
by the Lok Sabha alone was sufficient under the provisions of
the Constitution.
The
Appropriation (No.4) Act, 2002, seeks to provide for the appropriation
out of the Consolidated Fund of India of the moneys required to
meet the expenditure incurred in access of the grants made by
the Lok Sabha for expenditure of the Central Government, excluding
railways, for the financial year ended on March 31, 2000.
The Appropriation
(No.5) Act, 2002, seeks to provide for the appropriation out of
the Consolidated Fund of India of the moneys required to meet
the supplementary expenditure charged on the Consolidated Fund
of India and the grants made by the Lok Sabha for expenditure
of the Central Government, excluding railways, for the financial
year 2002-2003.
