PRESS NOTE

    Over the last week reports have been appearing in the press conveying the impression that the Central Vigilance Commission had found certain aspects of the privatization proposal of Delhi Vidyut Board to be objectionable.

    It is natural that the Commission, recognized as the apex body within the Government of India assigned to ensure probity in public life, becomes the recipient of complaints relating to any governmental transaction. On receipt of such complaints, the Commission endeavours to obtain clarifications on allegations about lack of transparency and accountability in the transaction.

    In the matter of DVB privatization, the representatives of Government of NCT and the DVB, viz. Shri Ramesh Chandra and Shri Jagdish Sagar, made a presentation before the Commission. The contents of the complaints were countered in the presentation.

    Having heard all the concerned parties, the Commission is of the opinion that the procedure followed so far in the privatization of DVB is in compliance with Chapter 15 of the Manual of the Department of Disinvestment. The Commission clarifies that it is concerned with scope for corruption/misuse in any given transaction; legal and other issues are not the concern of the Commission. From the facts available so far the Commission do not find any reason to intervene at this stage in the process of privatization of DVB.

    Since the issue of privatization affects the public at large, the Commission is of the opinion that the public must be informed of the view of the Commission on this matter.
