MASSIVE ACCOMMODATION PROJECT FOR DEFENCE SERVICES PERSONNEL
As part of welfare
and morale boosting steps Government has taken up a project of
constructing accommodation for the Officers and the Jawans of
the three services during the next four years.
A
detailed analysis of the requirement relating to construction
of married accommodation has been carried out by the three services
and this has revealed a total deficiency of only 2.47 lakh dwelling
units for the present. At present, keeping in view the prevailing
situation in J&K and North-East, where families of service
personnel are not residing, Service HQrs have identified construction
of 1,98,881 dwelling units for all three services, the share of
army being 1,76,440 units while those of navy and air force wing
6,332 and 16,109 respectively.
The balance
accommodation can be constructed in these areas as and when the
situation in J&K and North-East is normalised.
In the first
phase it has been proposed to construct 61,650 units including
3,225 for Navy and 7.509 for Air Force personnel. Memorandum of
understanding between Ministry of Defence and RITES, IRCON, NBCC
have been signed assigning the construction of dwelling units
to these undertakings.
The construction
work is expected to be completed by end of the financial year
2006. The total expenditure on the project is expected to be Rs.
16,758 excluding the cost of the land. During the first phase
a provision of Rs. 6,478 crore have been kept.
Addressing the
officials, Defence Secretary Shri Yogendra Narain asked the Construction
Company to complete the work in time. He said there will be three
committees to monitor the progress of the work. The apex committee
will be headed by Defence Secretary. Vice Chiefs of the three
services will be the members of the committees. DG Married Accommodation
Projects will be the member Secretary of the Committee. The local
station commanders will also monitor the construction work and
the quality of the material used by the Construction Company and
send the report regularly to the apex committee.
