PROJECTS RUNNING BEHIND SCHEDULE

As on 1.4.2002, there are 455 central sector industrial and infrastructure projects with investment of Rs. 20 crore and above each. Out of these, 159 projects have suffered time overrun and 221 projects have suffered an aggregate cost overrun of 69.4% with respect to the originally approved cost of Rs. 68,541.2 crore.

The reasons for time overrun vary from project to project and include delays in land acquisition, award of contracts and supply of equipment, lack of infrastructure, prevalence of law and order problems and fund constraints.

The remedial steps taken for timely completion as well as for reduction in cost overruns in projects include:

    1. review of projects on monthly as well as quarterly basis by the Government to identify the constraints and to resolve the problems affecting the implementation of projects;
    2. indepth critical review of the progress by the project authorities and the Administrative Ministries and follow up with the State Governments, equipment manufacturers, contractors, consultants and other agencies concerned to minimize delays;
    3. coordination for resolving problems of inter-ministerial nature;
    4. appointment of a nodal officer for each project co-terminous with the duration of the project;
    5. setting up of an Empowered Committee in the administrative ministries concerned for resolution of problems;
    6. yearly updating project costs to tie up fund requirements; and
    7. providing matching funds for expeditious completion of projects in advanced stages of implementation.
