GREATER THRUST ON HYDEL POWER DEVELOPMENT

CONSULTATIVE COMMITTEE OF POWER MINISTRY MEETS

Power Minister, Shri Anant Geete has said that Government is proposing a greater thrust on hydro power development by CPSUs and increased outlay in the public sector in the tenth plan. A capacity addition of 14,393 MW in the hydro sector during the tenth plan has been planned. Of this, 8742 MW would come from the Central sector and the rest from State and Private sectors. The Minister was speaking at the Parliamentary Consultative Committee attached to his Ministry here last evening. The subject for discussion was National Hydro-Electric Power Corporation (NHPC). He said that a need based capacity addition of 62,212 MW has been identified for the XI plan. Of this, 19,287 MW is planned from Hydel Power Development. The share of Central, State and Private Sector would be 12408, 5040 and 1839 MW respectively. There is an assessed potential of 1,487,701 MW. Out of this, a capacity of 26,402 MW has already been developed. Hydroelectric systems under various stages of development would harness another 10,836 MW.

The Minister informed the Committee that NHPC, established in 1975, has an authorised share capital of Rs. 7000 crore. This is to be raised to Rs. 10,000 crore later this year. The organization has an installed capacity of 2175 MW from eight operating projects. Six projects under construction will provide 2370 MW.

Shri Geete told the Committee that NHPC has completed two projects of 74.1 MW in Nepal and Bhutan on a turnkey basis. One turnkey project of 5.25 MW has also been completed for Andaman & Nicobar in 2001. DPRs and infrastructure development has been initiated on eight projects totalling to an aggregate of 4451 MW. Another 13 projects having probable installed capacity of 19,364 MW are under Survey and Investigations.

NHPC’s emphasis is on completing Hydro projects without time and cost overruns. The organization has already secured the ISO 9001 Certification for Quality Management System and ISO 14001 Certification for Environment Management System at its Corporate Office.

The Central Electricity Authority (CEA) has assessed the hydroelectric potential of India at about 1,48,701 MW from a total of 845 major and medium schemes in different river basins with likely annual generation of 600 billion units including seasonal energy benefits. In addition, 56 sites for Pumped Storage Schemes with a total installed capacity of about 94,000 MW have been identified. Potential also exists for development of small, mini and micro hydro schemes on rivers, canal heads and canal drops. 4,096 small hydroelectric schemes having aggregate installed capacity of about 10,071 MW on canal heads/canal falls/small rivers have been identified.

Smt. Jayawanti Mehta, Minister of State for Power was present at the Meeting. The following Members of Parliament attended the meeting: S/Shri Suresh Chandel, Dharam Raj Singh Patel, Subodh Ray, Bashistha Narain Singh, Dr. Raghuvansh Prasad Singh, Prof. Ram Deo Bhandari and Smt. Prabha Rau.
