The National Programme
on Improved Chulhas (NPIC) is one of many Centrally Sponsored
Schemes identified for transfer to the State Plan Sector during
the Tenth Five Year Plan, with a view to mainly ensure greater
participation of panchayat institutions, thereby achieving decentralized
implementation, including maintenance and repair/servicing at
the local level.
The Committee of
the National Development Council (NDC) on the transfer of Centrally
Sponsored Schemes set up by the Planning Commission is expected
to determine the modalities of transfer of schemes, including
provision of funds. The term of the Committee is up to 31st December,
2002.
