National
Highways in North Eastern States are being developed and maintained
by three agencies viz. State Works Departments, Border Roads Organization
and National Highways Authority of India. The funds allocated and
utilized for the development and maintenance of the National Highways
in the North Eastern States during the last three years and for
2002-2003 are as under:

Under-utilization
of the funds is mainly due to poor fund flow through the State
Governments and prevailing law and order situation. In order to
expedite flow of funds, Direct Payment Procedure for development
and major items under maintenance has been introduced since 2000-2001
in the States of Assam, Manipur, Mizoram and Nagaland. Matter
is taken up with the State Governments for expeditious utilization
of funds.
