ORIENTATION PROGRAMME FOR THE NEWLY ELECTED MEMBERS OF RAJYA SABHA HELD


A two-day Orientation Programme for newly-elected members of Rajya Sabha was organized on 27-28 April, 2002. Apart from delineating the role of Rajya Sabha in Indian politics, the topics which were covered in the Programme, by a large, related to the procedural matters, like raising maters of public importance through Questions and other devices, law-making process, committee system, role of the Leaders of the House, the Leader of the Opposition, do's and don'ts for members, parliamentary privileges, ethics in politics and Members of Parliament Local Area Development Scheme, on which the experienced and eminent speakers shared their views with the participating members. It was emphasized by the speakers that political parties may have mutually conflicting ideas, they may pursue different ideologies but they should all be very keen on having orderly and peaceful debates in the House. They should also have fast access to relevant factual information to carry out their job as efficient legislators. The eminent panelists who spoke to the new members in the Orientation Programme were Shri Pranab Mukherjee, Shri T.N. Chaturvedi, Shri Nilotpal Basu, Shri I.K. Gujral, Shri P. Shiv Shanker, Shri Ranganath Misra, Shri Fali S. Nariman, Shri H.R. Bhardwaj, Dr. L.M. Singhvi and Shri Shivraj V. Patil.
