REVISED VARIABLE DEARNESS ALLOWANCE FOR WORKERS ENGAGED IN STONE MINES FROM APRIL


Workers engaged in stone mines for stone breaking and stone crushing are to receive higher Variable Dearness Allowance (VDA) with effect from first April, 2002. According to the Chief Labour Commissioner (Central) the new rates of VDA calculated on six monthly average of Consumer Price Index for Industrial Workers reaching 467 (Base 1982-100) as on December 31, 2002 would be as under in ‘A’, ‘B’ and ‘C’ areas :

1. Excavation & removal of over burden with 50 metres lead / 1.5 meters lift.
(i) Soft Soil
(ii) Soft Soil with rock
(iii) Rock
2. Removal and stacking of rejected stones with 50 metres lead 1.5 metres lift.
3. Stone breaking or Stone Crushing for the Stone size of :-
(i) 1.0 inch to 1.5 inches
(ii) Above 1.5 inches to 3.0 inches
(iii) Above 3.0 inches to 5.0 inches
(iv) Above 5.0 inches
Therefore, the minimum piece rate wages showing the basic and Variable Dearness Allowance payable w.e.f. 1-04-2002 to the employees of Stone Mines employed in Stone breaking or stone Crushing shall be as under :-

4. The workers employed on minimum guaranteed time rate of wages per day would be entitled to time rate of minimum wages plus special allowance, if any for unskilled catgegory of above ground workers revised from time to time by the Central Government in respect of schedule employment in stone mines.

Explanations :

  1. The basic minimum piece-rate of wages are inclusive of wages payable for the weekly day of rest.
  2. The minimum rates of wages are applicable to employees employed by contractors also.
  3. Where the prevailing rates of wages based on contract or agreement or otherwise are higher than the notified rates under the Act, the higher rates should be protected and treated as the minimum rates of wages for the purpose of this notification
  4. The employer shall not make any deduction whatsoever from the aforesaid piece-rate of wages on account of the cost of explosives, detonator, removal of soil, de-watering charges etc. The employer will supply material for blasting, drilling of holes and de-watering facilities.
