Objective:

To foster curiosity, creativity in young minds; and inculcate skills such as design mind set, computational thinking and adaptive learning.

 

Scheme:

Grant in Aid to each ATL  One-time establishment cost of Rs. 10 lakh & operational expenses of Rs. 10 lakh for a maximum period of 5 years.

Schools (Grade VI – XII) managed by Government, local body or private trusts/society to set up ATL.

Target:

500 Atal Tinkering Labs (ATL) to be set up in Schools all over the country.

ATL is a Component of AIM. Funding from within the overall budget of AIM.

ATLs to be the

Workspaces where young minds can work with equipment and kits to understand the concepts of Science, Technology, Engineering and Math. ATL would contain educational and learning ‘do it yourself’ kits and equipment on – science, electronics, robotics, open source microcontroller boards, sensors and 3D printers and computers.

Atal Incubation Centers, AICs

Objective:

To set up New Incubation Centres all over the country by providing them with financial support.  AICs would further support and encourage start-ups to become successful enterprises.

 

 Scheme:

Grant-in-aid of Rs. 10 Crore to each AIC for a maximum of 5 years to cover the capital and operational expenditure cost in running the centre.

The applicant would have to provide a built up space of at least 10,000 sq. ft to qualify for the financial support.

Thirteenth Finance Commission 2010-15.

(FC-XIII)

In line with Article 280(bb) of the Constitution of the India, this Grant is recommended as a measure   to augment the Consolidated Funds of the States to supplement the resources of the Panchayats.

 

Grants recommended  has four components – General Basic Grant; Special Area Basic Grant; General  Performance Grants and Special area Performance Grant

 

Special areas are those covered by V and VI Schedules and the areas exempted from the purview of Part IX and IX A of the Constitution.

 

 

Basic Grants released directly by the Ministry of Finance on fulfilment of two conditions- the States must have elected Panchayats in place and submission of UCs by the State Government in respect of previous instalments drawn.

 

Performance Grants –applicable w.e.f. 2011-12 were subject to compliance of six stipulated conditions related to -  reforms in budget and  accounts;  Technical Guidance & Support (TG&S) from the  Comptroller  & Auditor General (C&AG)  over  audit of the accounts of  local bodies; timely transfer of funds to PRIs; appointment of ombudsman; prescribing eligibility qualifications for appointment of members of the State Finance Commissions and empowering local bodies to levy property tax without hindrances in addition to above two conditions by the State Government.

Being untied funds the grants recommended by FC XIII can be converged by the panchayats with other Schemes as per the need of PRIs.

Fourteenth  Finance Commission 2015-20.

(Year 2015-16 & 2016-17)

 

Grants are being devolved to Gram Panchayats constituted under Part IX of the Constitution as a measure of assured transfers to rural local bodies for planning and delivering basic services smoothly and effectively within the functions assigned to them under relevant legislations and maintenance, creation of reliable data base of local bodies’ receipts & expenditure through audited accounts and for improvement of own source revenue of the Gram Panchayats. 

90 percent of the Grants are the Basic Grants and 10 percent will be Performance Grant (applicable from 2016-17).

 

Basic Grants released on fulfilment of two conditions- the States must have elected Panchayats in place and submission of UCs by the State Government in respect of previous instalments drawn.

 

Performance Grant are released based on the State notifying detailed procedure for disbursal of Performance Grant to GPs (including quantum of incentive to be given and operational criteria).

The Gram Panchayats can converge the FFC funds with the funds available under other State and Central Schemes like MGNREGA for provisioning infrastructure facilities in Panchayats as per respective guidelines.
