Special Central Assistance to Tribal Sub-Plan (SCA to TSP)

Under the programme of SCA to TSP of Constitution, fund are released to 23 States, having ST population for raising the level of Administration in Scheduled Areas and for the welfare of tribal people. Grants under Article 275 (1) of the Constitution of India

Under the programme of Proviso to Article 275(1) of Constitution, Grants are released to 27 States, having ST population for raising the level of Administration in Scheduled Areas and for the welfare of tribal people. Funds are released to States based on proposals received from the States Governments depending on the felt needs of ST population to bridge the gap in infrastructure activities in sectors like education, health and agriculture etc. and for setting up of Eklavya Model Residential Schools (EMRSs) in the States. This is a Special Area Programme and 100% grants are provided to States.

Post Matric Scholarship (PMS) for ST students

It is a Centrally Sponsored Scheme and is being implemented by State Governments and Union Territory Administrations. This scheme is open to all ST students and is given to enable them to pursue higher studies at Post Matriculation level including technical and professional studies.

Pre Matric Scholarship Scheme for ST students

It is a Centrally Sponsored Scheme and is being implemented by State Governments and Union Territory Administrations. This scholarship is given to ST students studying in class IX and X whose parent’s annual income is below Rs. 2 Lacs.

National Overseas Scholarship Scheme for Scheduled Tribes

This is a central sector scheme and in being implemented in DBT mode through Indian Missions abroad. This scheme provides financial assistance to selected students to pursue Post Graduation, PhD and Post-Doctoral study abroad.  There are 17 awards for scheduled tribe students and 3 awards for students belonging to Particularly Vulnerable Tribal Groups.

Central Sector Scholarship Scheme of National Fellowship and Scholarship for Higher Education of ST Students:                       

At present Central Sector Scholarship Scheme of National Fellowship (Formerly RGNF) and Scholarship (Formerly Top Class Education Scholarship) for Higher Education of ST students is being implemented by this Ministry to provide financial assistance for pursuing higher education of ST students. During 2015-16 RGNF and Top Class Scholarship were merged. Details of each component is given below: 

(i)  Scheme of Top Class Education for ST students:  This is a Central Sector Scholarship Scheme for ST students introduced from the academic year 2007-08 with the objective of encouraging meritorious ST students for pursing studies at Degree and Post Graduate level in any of the Institutes identified by the Ministry of Tribal Affairs. Scholarship amount includes tuition fees, living expenses and allowances for books and computer etc. Total number of fresh scholarships each year is 1000. In case, number of candidates exceed number of awards, priority will be given first to PVTGs, followed by female candidates, then BPL candidates and the remaining ones on inter-se merit.

(ii) Rajiv Gandhi National Fellowship Scheme for ST students: Under this scheme  fellowships are provided to ST students each year for pursuing higher studies of MPhil and PhD in India.  Fellowship amount is as per UGC norms for a period of 2 to 5 years. This is a Central Scheme and fellowship is awarded in line with UGC Fellowships for research students pursuing such courses on regular and full time basis.

·  Scheme of Top Class Education for ST students:This scholarship is given to ST students for pursuing studies in any of the 158 identified institutions of excellence such as IITs, NIITs, IIMs etc.

·  (ii) Rajiv Gandhi National Fellowship Scheme for ST students: Under this scheme 750 fellowships are provided to ST students each year for pursuing higher studies of MPhil and PhD in India.  Fellowship amount is as per UGC norms for a period of 2 to 5 years.

·   ST students pursuing higher education

Scheme of Top Class Education for ST students: During the current year (till 31.12.16) scholarships have been released to 289 students studying in 56 Top Class Institutions.

(ii) Rajiv Gandhi National Fellowship Scheme for ST students: Under this scheme 750 fellowships are provided to ST students each year for pursuing higher studies of MPhil and PhD in India. 

Scheme of Top Class Education for ST students: An amount of ₹3.66 crore was spent till 31st December, 2016 against the Budget allocation of BE ₹50.00 crore allocated for both the merged schemes for 2016-17.

(ii) Rajiv Gandhi National Fellowship Scheme for ST students: An amount of Rs.45.00 crore was released to UGC till 31st December, 2016 against the Budget allocation of BE Rs.50.00 crore allocated for both the merged schemes for 2016-17. 

Scheme of Top Class Education for ST students: Scholarships are given every year to meritorious students whose family income is below Rs. 4.5 Lacs per year.

(ii) Rajiv Gandhi National Fellowship Scheme for ST students: Under this scheme 750 fellowships are provided to ST students each year for pursuing higher studies of MPhil and PhD in India.  Fellowship amount is as per UGC norms for a period of 2 to 5 years.

Vocational Training Centres in Tribal Areas

The scheme aims at upgrading the skills of the tribal youths in various traditional/modern vocations depending upon their educational qualification, present economic trends and the market potential, which would enable them to gain suitable employment or enable them to become self-employed. The scheme provides 100% grant, and is implemented through State Governments, UT Administration and NGOs. The scheme prescribes fixed financial norms. No construction cost is provided.

Establishment of Ashram School in Tribal Sub-Plan Area

The scheme of Ashram Schools was launched in 1990-91 with the objective to extend facilities like establishment of residential schools for STs in an environment conducive to learning to increase the literacy rates among the tribal students and to bring them at par with other population of the country.  The funding for the scheme to the State is done on matching (50:50) basis, while cent percent assistance is given to UTs.

Scheme of Hostels for ST girls and boys

Under the scheme, Central assistance is given to States/UTs/Universities for construction of new hostel buildings and/or extension of existing hostels. State Governments are eligible for 100% central share for construction of  all Girls’ hostel and also for  construction of Boys’ hostel in naxal affected areas (identified by Ministry of Home Affairs from time to time). The funding pattern for the other Boys’ Hostel to State Governments is on 50:50 basis. In case of UTs, the Central Government bears the entire cost of construction of both Boys’ and Girls’ hostels. Hostels for Vocational Training Centres (VTCs) for ST Girls and Boys are funded on the same criteria as other hostels.

Grants-in-aid to Voluntary Organizations working for the welfare of Scheduled Tribes

To enhance the reach of welfare schemes of Government and fill the gaps in service deficient tribal areas, in the sectors such as education, health, drinking water, agro-horticultural productivity, social security net etc. through the efforts of voluntary organizations (VOs)/non-governmental organizations (NGOs), and to provide an environment for socio-economic upliftment and overall development of the Scheduled Tribes (STs). Any other innovative activity having direct impact on the socio-economic development or livelihood generation of STs may also be considered through voluntary efforts.

 

Under this scheme 90% grant is provided by the ministry and 10% cost is required to be borne by the non-governmental organizations from their own resources, except in Scheduled Areas where the Government bears100% cost. The scheme provides a list of categories of projects viz. residential school, non-residential schools, 10 or more bedded hospitals, mobile dispensaries, computer training centers, etc., which could be covered under the scheme, and also prescribes fixed financial norms. The scheme does not provide any construction cost.  

 

The Proposals by NGOs are required to be routed through State Government and the recommendation of the “State Committee for Supporting Voluntary Efforts” constituted under the chairmanship of principal Secretary/Secretary, Tribal Welfare/Development Department of the State/UT are mandatory. The recommendation of State Committee is valid for that financial year in which it is made.

Organizations eligible for assistance shall be as follows:

a)      Any registered voluntary organization (VO) / Non-governmental organization (NGO) engaged in the conduct and promotion of social welfare of STs.  The organization should have been registered for at least three years.

b)      Institutions or organizations set up by Government as autonomous bodies either under a statute or as a society registered under the Societies Registration Act, 1860.

c)      A Public Trust registered under any law for the time being in force.  The trust must have been registered for at least three years.

Scheme of Development of Particularly Vulnerable Tribal Groups (PTGs)

Based on pre-agricultural level of technology, low level of literacy, declining or stagnant populations, 75 tribal communities in 17 States and 1 Union Territory of Andaman & Nicobar Island, have been identified and categorized as Primitive Tribal Groups (PTGs). The objective of this scheme is all round development of PTGs. The scheme is very flexible, and covers housing, infrastructure development, education, health, land distribution/development, agriculture development, cattle development, social security, insurance, etc.

Scheme of Centers of Excellence

In order to continue research studies on regular basis, the Ministry designates reputed research institutes and organisations of the country as Centres of Excellence (COE) to involve them for working out a long term and policy oriented research studies for the development of tribals of the country. Financial support is provided to these COEs to enhance and strengthen their institutional resource capabilities, to conduct qualitative, action oriented and policy research on tribal communities.

Tribal Festivals

Institutional Support for Development and Marketing of Tribal Products

The objective of the Scheme is to create institutions for the Scheduled Tribes to support marketing and development of activities they depend on for their livelihood.  These are sought to be achieved by specific measures like (i) market intervention (ii) training and skill up-gradation of tribal Artisans, Craftsmen, MFP gatherers etc. (iii) R&D/IPR activity and (iv) Supply chain infrastructure development. 

Under the scheme funds are available to Tribal Cooperating Mkt. Dev. Federation of India Ltd. (TRIFED) and State Tribal Development Cooperative Corporations (STDCCs).

The Scheme being demand driven, no quantifiable targets can be set.  In the current financial year ₹29.25 Crores has been released to TRIFED and ₹3.93 Crores has been released to some STDCCs for carrying out various activities.

Mechanism for Marketing of Minor Forest Produce(MFP) through Minimum Support Price (MSP) and Development of Value Chain for MFP

This Ministry has introduced from the year 2013-14, a centrally sponsored scheme of ‘Mechanism for marketing of Minor Forest Produce (MFP) through Minimum Support Price (MSP) and Development of Value Chain for MFP’ as a measure of social safety for MFP gatherers, who are primarily Scheduled Tribes.

The scheme is an important milestone for MFP development.  Under the said Scheme, the funds are being released to the States (i.e. 75% by Central Govt. and 25% by State Government of the total Grants-in-Aid).

 

The scheme has been initially be implemented in States having areas under V Schedule namely Andhra Pradesh, Telangana, Chhattisgarh, Gujarat, Himachal Pradesh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha and Rajasthan of the Indian constitution for non-nationalized and  abundantly available items out of 12 MFP.

Guidelines of the scheme have recently been modified (in October 2016) to extend coverage to all States. Moreover, 14 more MFP items have also been included in the Scheme.

The Scheme being demand driven, no quantifiable targets can be set.

Equity Support to NSTFDC /STFDC

NSTFDC is an apex organization for economic upliftment of Scheduled Tribes and it fulfils its objectives by providing financial assistance at concessional rate of interest varying between 4% & 8% p.a. payable by the beneficiaries. The financial assistance of the corporation is extended to STs having annual family income upto double the poverty line (DPL) through State Channelising Agencies nominated by respective State Governments in addition to certain Regional Rural banks and PSU Banks. Financial assistance is provided for all kinds of viable income generating activity.
