Fight Against Corruption

 

The law against Benami property was lying in limbo for years. Now, we have come up with a law against Benami Property. In such a short time, the government has confiscated Benami properties worth over Rs.800 crores.

After forming the government, our first task was to constitute an SIT. Today, after three years, I want to tell the countrymen proudly that we have confiscated black money worth Rs. 1.25 lakh crores, the culprits would be brought to book and forced to surrender.

The number of new taxpayers filing income tax returns from April 01 to August 05 is 56 lakhs while in the same period last year only 22 lakh filed the returns. In a way it has more than doubled. Post demonetization, the reports from data mining astonishingly revealed that there are 3 lakh shell companies dealing in Hawala transactions. Can anyone imagine? Out of these 3 lakh shell companies, registration of 1.75 lakh companies were cancelled.

 

 

 

 

Ø  Government crackdown to put an end to the menace of black money and corruption.

Ø  Benami Transactions (Prohibition) Amendment act, 2016 came into effect from November 1, 2016.

Ø  Benami properties of more than Rs. 4,300 crore in more than 1600 cases attached. (As on 30.6.18)

Ø  24 dedicated Benami Prohibition Units (BPUs) set up across the country to collate the information for identifying the Benami Properties and taking effective action.

Ø  New Benami Transaction Informants Reward Scheme, 2018 launched to involve people in UIT department efforts to unearth black money & to reduce tax evasion.

Ø  Number of new taxpayers filing income tax return increased nearly One crore in 2017-18. Total No. of income tax returns filed went up by 26% to 6.84 crore from 5.43 crore in the previous year.

Ø  No. of income tax returns filed in the last four financial years saw a sustained rise. Compared to 3.79 crore ITRs filed in FY 2013-14, the number of ITRs filed during FY 2017-18 has increased by 80.5%.

Ø  GST data shows 50% increase in number of indirect tax payers.

Ø  Quantum jump in Enforcement actions based on Demonetization data.

Ø  More than Rs. 1.37 Lakh Crore of tax evasion has been detected .(April, 2017)

Ø  Fugitive Economic Offenders Bill, 2018 passed on March,1 ,2018 to deter economic offenders from evading the process of Indian law by remaining outside the jurisdiction of Indian courts.

Ø  Fugitive Economic Offenders Ordinance, promulgated on 21st April, 2018. Empowers Indian authorities to attach and confiscate the proceeds of crime associated with economic offenders and the properties of the economic offenders.

 

 

Ø  During 2017-18, registration of more than 2, 26,000 Shell Companies has been cancelled. While over 3lakh directors have been disqualified.

Ø  2nd drive to be launched during the current Financial Year 2018-19; over 2,25,910 companies have been identified for being struck-off under Section 248 of the Companies Act.

My dear countrymen, this year is a special year for independent India. We commemorated 75 years of Quit India Movement last week. This year we are also commemorating the centenary of Champaran Satyagrah and the Sabarmati Ashram….A collective resolve of the citizens was visible during 1942 to 1947 across the country which forced the British to Quit India within a span of five years. We will have to exhibit the same resolve from now on in the 70th year of independence to 2022, the 75th year of independence.

Ø  Centenary of Champaran Satyagraha held during 10th April, 2017- 10th April 2018.

GST

We have taken several steps and I am sure that post GST, it will increase further and bring in transparency. Today a truck driver on an average is able to save 30% of his travel time from one point to another after GST was introduced. Hundreds of crores of rupees have been saved due to removal of check posts. This amounts to 30% increase in his efficiency. Can you imagine what it means to accomplish 30% more efficiency in the Indian transportation sector? GST has brought this revolutionary change.

 

 

 

One Nation, One Tax; One Nation-One Market rolled out on the midnight of 30 June 2017 and came into effect from 1 July 2017.

Ø  GST has given a fillip to spirit of co-operative federalism.

Ø  Single tax system does away with multiplicity of taxes.

Ø  Only 35 items in highest tax bracket of 28%

Ø  Promotes Ease of business, checks tax evasion gives a boost to revenue, raises efficiency

Ø  More than 68,000 companies registered post GST (July 2017 to February 2018)

Ø  GST data shows 50% increase in the number of indirect tax payers.

Ø  Total revenue collected under GST during August 2017-March 2018= Rs.7.19 lakh crore.

Infrastructure

New systems are emerging. Today roads are being built at twice the speed. The railway tracks are being laid at double the speed. More than 14 thousand villages that were hitherto shrouded in darkness even after Independence, have been provided with electricity. Bank accounts of 29 crore people have been opened, more than 9 crore farmers have got Soil Health Card. More than 2 crore poor mothers and sisters are no longer using the fuel wood and using LPG gas stove NOW.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

We have laid emphasis on infrastructure. We have invested lot of funds for building the infrastructure – from modernization of the railway station in a small town, to build an Airport, to expand water-ways or roadways, to form a gas-grid or a water-grid or to lay down an optical fibre network. We are emphasising on all types of modern infrastructure.

My Dear Countrymen, some schemes of the Government are meant for ensuring savings for the common man. If you use LED bulbs, you can save Rs.2000 to Rs. 5000 per year.

 

 

 

ROAD TRANSPORT & HIGHWAYS

Ø  Roads are being built at 28 km / day, which is more than double the rate of about 12 km /day in 2013-14

Ø  51073 km of National Highways awarded in the last four years which is more than double the length of 25158 km awarded during 2010-14

Ø  28531 km of NH constructed in the last four years as against 16505 km during 2010-14.

Ø  Highest ever construction target 16,418 km set for 2018-19

Ø  Nearly 66,000 km of NH to be built under Bharatmala Pariyojana launched in October 2017 to meet the connectivity needs in the areas of economic activity, places of religious and tourist interest, border areas, backward and tribal areas, coastal areas and trade routes with neighbouring countries. 34,800 km roads to be built by the year 2021-22 at an investment of Rs 5, 35,000 crore under.

Ø  Eastern Peripheral Expressway in Delhi and a part of Delhi – Meerut expressway has been completed, others like the Western Peripheral Expressway, Mumbai- Vadodara Expressway, Bangalore-Chennai Expressway, Delhi-Jaipur Expressway, Delhi-Amritsar-Katra Expressway and several others are under construction.

Ø  Bridges and tunnels are being built in remote areas and difficult terrains – eg. -, the 9 km long, twin-tube, all-weather Chenani – Nashri tunnel between Udhampur and Ramban in Jammu & Kashmir and India's longest bridge- the 9.15 km long Bhupen Hazarika Bridge over River Brahmaputra in Assam.

Ø  Chardham Mahamarg Vikas Pariyojna launched on 27th December 2016 to improve connectivity to the Char Dham pilgrimage centres in the Himalayas and make journey to these centres safer, faster and more convenient.

Ø  Setu Bharatam project launched to ensure road safety by making all National Highways free of railway level crossings by 2019, by building Railway Over Bridges/ Under Passes.

Ø  90 Railway Over Bridges with an estimated cost of Rs. 7101.24 crore have been sanctioned .More than 35 works have been awarded. 1,72,519 bridges of all ages and structures have been inventoried across India

WATERWAYS

Ø  106 waterways declared as National Waterways (NW).

Ø  Rs 5369 crore Jal Marg Vikas project on NW -1 River Ganga will make the river navigable between Varanasi and Haldia.

POWER

Ø  Out of 597,464 census villages, 597,464 villages (100%) have been electrified

Ø  More than 86 lakh households have been electrified Under Pradhan Mantri Sahaj Bijli Har Ghar Yojana (Saubhagya).

Ø  UJALA(Unnat Jyoti By Affordable Lighting for All)

Ø  More than 30 crore LED bulbs have been distributed under UJALA scheme. It will lead to cost savings of more than Rs 15,000 crore per year. Cost of one bulb under this scheme is Rs 70.

 

Soil health cards: Soil Health Cards carry crop wise recommendations of nutrients and fertilizers required for individual farms to help farmers to improve productivity through judicious use of inputs.

 

Ø  All the States/UTs have completed the Cycle-I (2015-16 & 2016-17) successfully. 10.73 crore Soil Health Cards have been distributed to the farmers across the country.

Ø  The 2nd cycle (2017-19) has been initiated from 1st May, 2017 and till date 4.56 crore Soil Health Cards have been Distributed to the farmers.

PETROLEUM AND NATURAL GAS-

UJJWALA

5 crore LPG connections provided to women of BPL Households till date.

RAILWAYS

Ø  Renewable Old Rails in Railway Tracks- During the year 2017-18, highest ever 4,405 Km renewal of old rails in railway tracks has been carried out.

Ø  Total Budget utilization for Railway Electrification during 2014-18 is Rs. 10475 and Rs. 6302 crore has been allocated in 2018-19.

Ø  Modernization of Railway Stations: ‘Sugamya Bharat Abhiyan’-184 stations have been covered with Escalators and 150 stations have been covered with Lifts, so far.

Ø  Indian Railways has become the first major railway in the world to provide 100% LED lights at all its Railway stations by 31st Mar. 18.

Ø  Indian Railways has embarked upon major Green initiative program of installing 1000 MW solar power & 200 MW of Wind power by 2022.

CIVIL AVIATION

Ø  UDAN (Udey Desh ka Aam Nagrik) -

1.      Regional Connectivity Scheme, RCS to make air travel to India’s Tier-II and Tier-III cities affordable for the common man.

2.      Launched in October 2016, UDAN provides regional air connectivity to unserved and underserved airports at a subsidized fare of Rs. 2,500 per hour.

3.      109 airports and helipads have been connected so far.

Ø  Domestic air passengers crossed 100 million mark for the first time in 2017

Ø  First ever comprehensive National Civil Aviation Policy-2016 unveiled .

Ø  New Airports- New Airports Under the New Greenfield Airport Policy: Noida International Airport (Jewar), Mopa(Goa), Purandar Airport (Pune), Bhogapuram Airport (Visakhapatnam), Dholera Airport (Ahmedabad), Hirasar Airport (Rajkot).

Ø  Upgradation and expansion of Delhi, Bengaluru, Hyderabad Airports.

Ø  During FY18, Rs. 5700 crores Capex was made in airport sector for building two new Greenfield airports viz. Pakyong and Shridi, revival of 27 unserved/underserved airports and modernisation of other existing airports. Airport sector has put a firm capex plan of Rs. 105000 crores in next 4 years.

 

HOUSING

Objective of Housing for All by 2022 - 75 years of Independence

Pradhan Mantri Awas Yojana, Gramin

Ø  Launched on 20.11.2016

Ø  One crore houses to be built by 2019. Additional 2 lakh houses (left incomplete under IAY) to be built. Thus, target to build 51 lakh houses in 2017-18 and 51 lakh houses in 2018-19.

Ø  As on March 2018, against the target of 51 lakh houses in 2017-18, a total of 34.99 lakh houses (29.33 lakh PMAY (G) houses and 5.66 lakh incomplete IAY houses) were completed.

Pradhan Mantri Awas Yojana (Urban)

Ø  Launched on 25.6.2015

Ø  “Housing for All” by 2022, with an aim to provide a decent pucca home .

Ø  As on July 2018, 51 lakh houses sanctioned. Over 8 lakh houses completed and nearly 8 lakh houses have been occupied by the beneficiaries.

Ø  A National Urban Housing Fund for Rs. 60,000 crores set up for raising Extra Budgetary Resources (EBR) in phases, for the rapid implementation of PMAY (U).

Pradhan Mantri Fasal Bima Yojna

 

Pradhan Mantri Fasal Bima Yojna has provided a security cover to our farmers. Three years back, this scheme which was running under a different name earlier, covered only 3.25 crore farmers. Now over a short span of three years more farmers have been brought under its ambit. The number is soon going to touch the 5.75 crore mark.

 

Ø  Approved by Cabinet on 13.1.2016 to provide comprehensive insurance coverage to farmers in the event of failure of any of the notified crop as a result of natural calamities, pests & diseases

Ø  Aims to increase the number of insured farmer’s gross cropped area (GCA) from present 20% to 50% by 2018-19.

Ø  During 2017-18, 4.84 crore farmer applicants were covered and 514 lakh hectare area insured for a sum of Rs. 197302 crore for a gross premium of Rs. 25182 crore.

Ø  Of the total estimated claims for Kharif 2017 season worth Rs. 15987 crore, claims worth Rs. 11112 crore have been approved and Rs. 9264 crore have already been paid.

Government e-Market Place

 

We have launched a portal called “GEM”. The Government is making procurement through this portal. We have been successful in bringing transparency at various levels.

 

 

 

Ø  All Central Government Departments and 32 States and Union Territories are using GeM for procurement.

Ø  25,203 buyer Organisations; 1,28,345 Sellers and Service Providers; 3,73,099 products registered on Gem Portal, as on July 2018

Ø  The procurement through GeM has crossed Rs. 9,000 crores and number of products offered are more than 3 lakhs.

Ø  States account for 46% transactions on GeM in terms of value with 37% transactions going to MSME sellers.

Ø  It is providing about 20-25% savings on an average in government procurements.

Ø  22 States and Union Territories have become formal partners of GeM by signing MoU with GeM.

‘Pradhan Mantri Kisan Sampada Yojana’

 

Every year vegetables, fruits and grains worth lakhs of crores of rupees are wasted. In order to change the situation, the government has encouraged Foreign Direct Investment in food processing sector. Government of India has launched ‘Pradhan Mantri Kisan Sampada Yojna’ to encourage infrastructure building.

 

 

 

Ø  Approved by Cabinet on May 3, 2017

Ø  Allocation of Rs. 6,000 crore is expected to leverage investment of Rs. 31,400 crore, handling of 334 lakh MT agro-produce valuing Rs. 1,04,125 crore, benefit 20 lakh farmers and generate 5,30,500 direct/ indirect employment in the country by the year 2019-20.

Ø  15 mega food parks have already been completed so far.

Ø  Last four years have witnessed 351% mega increase in preservation and processing capacity of 15.94 lakh MT per annum created by the Ministry.

Ø  Big-time increase of 720% in Cold Storage capacity.

Ø  180% increase in the value of agro produce processed by the projects handled by the Ministry.

Ø  351% increase in preservation and processing capacity in Mega Food Parks

Ø  Under Pradhan Mantri Kisan SAMPADA Yojana, total 122 projects have been approved under three schemes viz. Agro Processing Clusters, Backward-Forward Linkage and Unit scheme leveraging an investment of Rs 2,300 crore. This is expected to generate direct and indirect employment of around 3.4 lakh persons.

Ø  Government allows FDI up to 100% under automatic route in Food Processing Industry

Ø  Investment MOUs worth Rs.1,00,000 crores in last one year alone and out of which investment worth Rs.73000 crores have started.

Pradhan Mantri Mudra Yojana

Over the past three years, ‘Pradhanmantri Mudra Yojana’ has led to millions and millions of youth becoming self-dependent.

 

Ø  To provide financial support for growth (development and refinancing) of micro enterprises sector.

Ø  Easy, loans without guarantee under three categories – Shishu, Kishore and Tarun by the banks. Loan of up to Rs. 50000 is given under sub-scheme ‘Shishu’ between Rs. 50,000 to 5 Lakhs under sub-scheme ‘Kishore’ and between 5 Lakhs to 10 Lakhs under sub-scheme ‘Tarun’.

·         Rs. 137449 crore sanctioned in FY 2015-16;

·         Rs. 180528 crore sanctioned in FY 2016-17;

·         Rs. 253677.10 crore sanctioned in FY 2017-18,

Education

In the education sector, we have taken an important step to grant the universities freedom from restrictions to make them the world class universities. We have asked 20 universities to decide their own destiny. The government will not interfere in their functioning. Besides, the government is willing to provide funds up to Rs. 1,000 crores.

Over the last three years, we have set up 6 IITs, 7 new IIMs and 8 new IIITs and we have also done the groundwork for linking the education with job opportunities.

 

 

 

Institutions of Eminence (IoEs)

Ø  For the first time, six institutions have been approved for notification as Institutions of Eminence (IoEs).

Ø  Each public Institution i.e. Indian Institute of Science, Bangalore, Indian Institute of Technology, Delhi, Indian Institute of Technology, Bombay selected as ‘Institution of Eminence’ will get financial assistance up to Rs. 1000 Crore over the period of five years under this scheme.

 

New Institutions:

 

Ø  Seven NEW IIMs

o   5 new IIMs- Sirmour (Himachal Pradesh) , Nagpur (Maharashtra), Sambalpur (Odisha), Amritsar (Punjab), Bodhgaya (Bihar) were announced in the first budget of current government i.e. in July 2014 Budget.

o   2 New IIMS Vishakhapatnam (Andhra Pradesh) and Jammu (Jammu & Kashmir) were announced in 20915 Budget.

Ø  Six NEW IITs

o   5 new IITs Jammu (Jammu & Kashmir), Bhilai (Chhattisgarh), Goa, Tirupati (Andhra Pradesh), and Palakkad (Kerala) were announced in the first Budget of current government i.e. in July 2014 budget.

o   1 New IIT Dharwad (Karnataka) was announced in 2015 Budget.

Ø  Two new IISERs - One in Tirupati (2015) and one in Berhampur (2016) have started.

Ø  One new IIIT established in Kurnool

Ø  Nine new IIITs setup in PPP mode.

Women Empowerment

My mothers and sisters, the women in the families seek employment in large numbers. And therefore we have taken a very important step to reform the labour laws to provide them the employment opportunities in the night also.

And that is why we have decided to increase the paid maternity leave to 26 weeks from the earlier 12 weeks.

In the context of women empowerment, I’d like to honour those sisters who have been forced to lead a very difficult life due to ‘Triple Talaq’. India will fully support them and they will ultimately achieve success in this very important step in the direction of women empowerment; I am fully confident about this.

 

The Maternity Benefit (Amendment) Act 2017 w.e.f. 31.03.2017 provides for paid maternity leave of 26 weeks.

It also has mandatory provision for crèche in respect of establishments having 50 or more workers and enabling provision for work from home. For the first time, a provision for 12 weeks paid maternity leave has been made for both Commissioning and Adopting mothers.

Significant decline in Maternal Mortality Ratio:

Ø  India has shown impressive gains in reduction of Maternal Mortality with 22% reduction in since 2013.

Ø  Maternal Mortality Ratio of India has declined from 167 in 2011-2013 to 130 in 2014-2016.

POSHAN Abhiyaan - The PM’s Overarching Scheme for Holistic Nourishment (National Nutrition Mission)

Ø  Launched on 08.03.2018, POSHAN Abhiyaan (NNM) aims to achieve improvement in nutritional status of Children from 0-6 years, Pregnant Women and Lactating Mothers in a time bound manner during the next three years beginning 2017-18 with fixed targets.

 

NFHS IV vs NFHS III

Ø  Reduction in underweight children (under 5 years) from 42.5% to 35.7%

Ø  Reduction in stunting (under 5 years) from 48% to 38.4%

Ø  Chronic energy deficiency declines to 22.9% compared to previous reported 35.5%.

 

Triple Talaq

Triple Talaq has been declared as illegal and the government is now in the process of declaring Nikah Halala also as illegal.

Digital Transactions

India is known in the world for its prowess in IT and Digital World. We should adopt BHIM App for transactions and make it a part of our economic activities. We should also work through prepaid systems. I am happy that there has been an increase in Digital transactions. It has increased by 34% compared to last year while the prepaid transactions have gone up by 44%.

BHIM Aadhaar App for digital transaction has come as a surprise to the world. Crores of RuPay Cards are now available in the country.

 

 

To give a boost to digital transactions ,BHIM App –Bharat Interface for Money, launched by the Prime Minister on 30th December 2016

Ø  Downloads:

Ø  Public Financial Management System (PFMS) achieves a Historical Record Breaking Volume of Digital Transactions. On 28th March, 2018, an amount of Rs. 71,633.45 crores has been digitally transacted/routed through PFMS Portal for98, 19,026 transactions.

RuPay Card:

Ø  Issuance of RuPay cards in India has surpassed any other international card schemes.

Ø  More than 500 Million RuPay cards have been issued so far by more than 1000 issuing banks

Jan Aushadhi

 

Cheap medicines through Jan Aushadhi Kendras are a boon to the poor. There used to be a lot of expenditure on operations and stents. We are striving to make it possible for knee operations as well. We are striving to minimize this expenditure for the poor and the middle class.

 

 

 

 

 

 

 

 

 

Earlier there used to be Dialysis only at the State capitals. Now we have decided to open Dialysis Centres at district level. We have already opened this facility in 350 to 400 districts where free Dialysis services are available for the poor.

Pradhan Mantri Bhartiya Janaushadhi Pariyojana (PMBJP)

To provide quality medicines available at affordable prices for all through exclusive outlets “Pradhan Mantri Bhartiya Janaushadhi Kendras”.

 

Ø  3851 Janaushadhi Kendras are functional across the country. More than 700 medicines and 154 surgical & consumables available.

Ø  Savings to Citizens due to Coronary stent and knee implant price capping:

 

Stents - around Rs. 4,450 crores (around 85% decrease in prices of stents)

Knee implant - around Rs. 1,500 crores (around 69% decrease in prices of implants)

 

Pradhan Mantri National Dialysis Program (PM-NDP)

Ø  The scheme started with 219 districts in 2016 across the country, which has been expanded to cover 356 Districts.

Ø  Services are functional in 369 public health facilities, with 3268 functional machines (as on April, 2018).

      As on 17th July, 2018, over 2.82 Lakh patients availed these services and over 25.68 Lakh dialysis sessions were provisioned.
