Connecting Rural India

Pradhan Mantri Gram Sadak Yojana(PMGSY)

 

Each rural citizen craves for pakka roads. It’s a huge task. Atal Bihari Vajpayee Ji took this task specifically. Even succeeding governments continued this and the work continued. We have made efforts to fast track it. Earlier 70-75 Km of rural roads were completed in a day. Now we have increased that pace up to 100KM a day. This pace will fulfil the aspirations of common man in the days to come.

 

 

 

 

        Pace of construction of PMGSY roads has reached a high of 134 kms per day during 2017-18 as against an average of 73 km/per day during 2011 – 2014, increasing the pace of construction by 93%.

        The target date for completion of PMGSY-I has been preponed to 2019 from 2022.

        1,66,012 habitations (93%) have already been sanctioned for PMGSY roads against the target of 1,78,184 eligible habitations.

        Connectivity has already been provided to 1,52,124 habitations (including 16,380 habitations connected by the States). Thus, only less than 1% eligible habitations remain to be sanctioned for new connectivity under PMGSY, remaining 6% habitations is either not-feasible or has been sanctioned by the States from their own resources.

        In addition, 2109 habitations of 100-249 population have been connected.

Harnessing the Solar Power

 

In the last one year, we have increased wind energy up to 40%. So this is the scale of acceleration. Whole world is focusing on Solar energy. We have increased it approximately 116%-118%. This is not only a substantial incremental change, it’s a huge leap forward. We intend to enhance the things in quantum way.

 

 

Ø  Last 4 years have been path-breaking in India’s renewable energy landscape.

Ø  Renewable power installed capacity has already reached over 70 GW. Over 40 GW renewable power capacity is under construction/tendered.

Ø  Solar energy capacity increased by over 8 times from 2.63 GW in 2014 to 22 GW.

Ø  Wind energy capacity increased by 1.6 times from 21 GW in 2014 to 34 GW.

Ø  Trajectories for bidding 115GW renewable power projects upto March 2020 have been announced.

Ø  On track to achieve 175 GW target of installed renewable energy capacity.

Ø  On 6 December 2017, the International Solar Alliance (ISA) has become first international intergovernmental organization headquartered in India.

Farmers First

 

“Our country’s farmers will benefit only when we move towards value addition, and for this we have laid special emphasis on food processing for the first time. We have encouraged cent percent Foreign Direct Investment which would augment agro-based industries, and consequently, my brothers and Sisters, I believe it would help me and our farmers realize our dream of doubling latter’s income by 2022.

 

 

 

Giving a major boost to the farmers’ income, Government announced the historic decision of increasing Minimum Support Prices (MSPs) at a level of at least 150 percent of the cost of production for all kharif crops for 2018-19 Season.

 

To achieve the target of Doubling of Farmers’ Income by the year 2022, the Department of Agriculture, Cooperation and Farmers Welfare has constituted a Committee with members from all related Departments and NITI Aayog.  

 

Pradhan Mantri Fasal Bima Yojana:

Ø  Approved by Cabinet on 13.1.2016 to provide comprehensive insurance coverage to farmers in the event of failure of any of the notified crop as a result of natural calamities, pests & diseases

Ø  Aims to increase the number of insured farmer’s gross cropped area (GCA) from present 20% to 50% by 2018-19.

Ø  During 2017-18, 4.84 crore farmer applicants were covered and 514 lakh hectare area insured for a sum of Rs. 197302 crore for a gross premium of Rs. 25182 crore.  

Ø  Of the total estimated claims for Kharif 2017 season worth Rs. 15987 crore, claims worth Rs. 11112 crore have been approved and Rs. 9264 crore have already been paid.

 

Pradhan Mantri Krishi Sinchayee Yojana (PMKSY):

Ø  Launched on 1st July, 2015 with the motto of ‘Har Khet Ko Paani’, it aims to expand cultivated area with assured irrigation, reduce wastage of water and improve water use efficiency.

Ø  Rs. 50,000 crores to be invested in five years to achieve ‘Water to Every Field / HarKhetKoPaani’

Ø  Long Term Irrigation Fund  with Rs 40,000 Crore (Budget 2016-17 and 2017-18) established for completion of 99 priority   projects.

Ø  Dedicated Micro Irrigation fund with a sum of Rs. 5000 crores is being  set up for enhancing  coverage of micro irrigation.

Ø  Under the “Per Crop More Drop” initiative, about 1 million hectare of land has been covered under drip and sprinkler irrigation.  These efforts to be multiplied in next 5 years to cover 10 million hectare so that more productivity can be achieved using lesser water.

 

Soil health cards: Soil Health Cards carry crop wise recommendations of nutrients and fertilizers required for

individual farms to help farmers to improve productivity through judicious use of inputs.

Ø  All the States/UTs have completed the Cycle-I (2015-16 & 2016-17) successfully. 10.73 crore Soil Health Cards have been distributed to the farmers across the country.

Ø  The 2nd cycle (2017-19) has been initiated from 1st May, 2017 and till date 4.56 crore Soil Health Cards have been Distributed to the farmers.

National Agricultural Markets (e-NAM) - An initiative whereby all agricultural mandis are linked and farmers can sell their produce at the best price available in any market, was launched on April 14, 2016 in 21 mandis of 08 states.

Ø  Today, 585 mandis of 18 States/Union Territories of the country have been integrated with e-NAM platform.

Ø  Tradable parameters of 90 agricultural commodities have been made available on e-NAM portal.

Ø  On e-NAM portal, more than 1.17 crore ton e-trade worth Rs 35430.29 crore has been transacted across the country.

Ø  So far more than one crore farmers and more than one lakh traders have been registered with e-NAM platform.

 

Neem Coated Urea: The launch of Neem Coated Urea has made non-agricultural use impossible and hence, urea is available to farmers in adequate quantity.

 

Pradhan Mantri Kisan Sampada Yojna

Ø  Approved by Cabinet on  May 3, 2017

Ø  Allocation of Rs. 6,000 crore is expected to leverage investment of Rs. 31,400 crore, handling of 334 lakh MT agro-produce valuing Rs. 1,04,125 crore, benefit 20 lakh farmers and generate 5,30,500 direct/ indirect employment in the country by the year 2019-20.

Ø  15 mega food parks have already been completed so far.

Ø  Last four years have witnessed 351% mega increase in preservation and processing capacity of 15.94 lakh MT per annum created by the Ministry.

Ø  Big-time increase of 720% in Cold Storage capacity.

Ø  180% increase in the value of agro produce processed by the projects handled by the Ministry.

Ø  351% increase in preservation and processing capacity in Mega Food Parks

Ø  Under Pradhan Mantri Kisan SAMPADA Yojana, total 122 projects have been approved under three schemes viz. Agro Processing Clusters, Backward-Forward Linkage and Unit scheme leveraging an investment of Rs 2,300 crore. This is expected to generate direct and indirect employment of around 3.4 lakh persons.

Ø  Government allows FDI up to 100% under automatic route in Food Processing Industry

Ø  Investment MOUs worth Rs.1,00,000 crores in last one year alone and out of which investment worth Rs.73000 crores have started.

Honouring the Freedom Fighters

 

“The Government intends to increase 20 percent in the honoring amount being received, pension being received by the family members of our respected freedom fighters. The pension for the freedom fighters which was earlier Rs 25000 , will be increased to Rs 30000. It is a humble effort on my part to pay my respect to the sacrifices made by our freedom fighters.

 

 

 

The rate of monthly pension with additional 5% Dearness Relief w.e.f. 01.01.2018 is as per the Table  below.

Building a healthy tomorrow for better India

 

“Healthcare is getting costlier and that is why, I am announcing an important scheme from the ramparts of the RedFort for the healthcare of BPL families. Under this scheme, in the coming days, if such poor families have to take medical facilities, the government will bear expenditure up to Rs.1 lakh per year, so that my poor brothers are not deprived of healthcare facilities and their dreams are not shattered.”

We remember the days when we had to wait for a long time in the queues during the visit to any big hospital. People used to come to AIIMS and spend two-three days only to find what diagnostic tests are to be carried out. We have been able to change this system now. Registration is done online and the doctor’s appointment is also given online. The process starts on arrival of the patient at the appointed hour itself. All of his medical records are also available online. We wish to develop it as a culture in field of medical treatment across the country. Today this system has been put in place in 40 big hospitals of the country. Its basic premise is that the government has to be sensitive.

 

 

 

Ayushman Bharat – Pradhan Mantri National Health Protection Mission (AB-PMNHPM)

Ø  Aims to provide comprehensive Health Coverage to 10 crore poor and vulnerable families (approx. 50 crore beneficiaries) upto Rs. 5 lakh per family per year for secondary and tertiary hospitalization.

Ø  Existing government health facilities at the level of the Sub Health Centre (SHC) and Primary Health Centre (PHC) will be strengthened as Health and Wellness Centres (HWCs).

Ø  First Health and Wellness Centre inaugurated by Prime Minister at Bijapur, Chattisgarh on 14th April 2018.

Ø  1.5 lakhs Health and Wellness Centres HWCs to be operationalized by 2022 in phases.

 

HIS (Hospital Information System)- Being implemented in hospitals for automation of hospital processes to achieve better efficiency and service delivery in Public Health facilities up to Community Health Centre level.

Ø  e-Hospital application implemented in over 173 hospitals across the country and e-Sushrut implemented in more than 80 hospitals.

Ø  Online Registration System (ORS) is used for scheduling online appointments in public sector tertiary care hospitals. Around 139 hospitals are currently using ORS application.

Ø  Patient engagement in improving service delivery through ‘My Hospital’ by taking patient feedback on health services being rendered by public hospitals. The application is available in 7 languages and at present more than 1067 hospitals in 23 States/UTs are covered.

 

New AIIMS:

Ø  6 new AIIMS announced during Budget Speech 2015-16 one each in Assam, Himachal Pradesh, Jammu & Kashmir, Punjab, Tamil Nadu and Bihar.

Ø  Two new AIIMS announced at Jharkhand and Gujarat  during Budget 2017-18.

Aadhar

 

In Previous governments nearly 4 Crore accounts of the people were linked to AADHAAR to draw the benefits from the governments’ schemes. I am proud to state today that the number of Accounts linked to AADHAAR in this government has crossed 70 Crore mark and the remaining ones will also be brought in its ambit.

 

 

 

Ø  Aadhar is being used for Direct Benefit Transfer of subsidy to beneficiaries

Ø  As on april 2018, Rs. 3.88 Lakh Crore transferred to beneficiaries.

Ø  Rs. 90,000 crore saved by removing fictitious beneficiaries.

Ø  121.65 crore Aadhaar generated, as on 30th June, 2018

Ø  87.79 crore Bank Accounts are linked to Aadhar. (As on June 2018)

Preserving the Tribal Heritage

 

“Contributions made by the people living in jungles- the tribals, in the freedom struggle is unmatched. They used to live in jungles. We hear the name of Birsa Munda. But, mind it you won’t be able to find any tribal dominated district where the tribals did not fight for our freedom and sacrificed their lives for the nation since 1857 till we got freedom….However our forthcoming generations are not much aware of this history…. The Government would work towards building permanent museums in various states dedicated to our brave tribal freedom fighters. It would be set up at the places wherever land would be available for the purpose. Their contributions and memoirs would be displayed at these museums so that coming generations would be able to know about their sacrifices for the motherland.”

 

 

 

Tribal Museum:

Ø  Government is setting up 6 Museums which will showcase the contribution of tribal communities in the country’s freedom struggle. All the six museums will have strong usage of technologies like Virtual Reality (VR), Augmented Reality (AR), 3D/7D holographic projections etc.

Ø  Two museums one in Gujarat and the other in Jharkhand will be of national level while the rest will be regional and state level museums.

Ø  The foundation stone for the museum at Gujarat was laid by the Prime Minister on 17.09.2017.

Ø  Foundation stone laying for Tribal freedom Fighter Museums at Chindwara in Madhya Pradesh and at Naya Raipur in Chhattisgarh is being planned in the month of September, 2018.

Connecting India

 

We have strengthened various initiatives such as Bharat-Mala, Setu-Bharatam, and Bharat-Net etc. We are working towards connecting the whole country and towards economic development of the country through all these initiatives.

 

 

 

Bharatmala

Ø  Nearly 66,000 km of NH to be built under Bharatmala Pariyojana launched in October 2017 to meet the connectivity needs in the areas of economic activity, places of religious and tourist interest, border areas, backward and tribal areas, coastal areas and trade routes with neighbouring countries. 34,800 km roads to be built by the year 2021-22 at an investment of Rs 5, 35,000 crore under

Ø  The programme includes 5,000 kms of the National Corridors, 9000 kms of Economic Corridors, 6000 km of Feeder Corridors and Inter-Corridors, 2000 kms of Border Roads, 2,000 kms of Coastal Roads and Port Connectivity Roads and 800 kms of Green-field Expressways

Ø  Detailed Project Report is ready for more than 7000 km and is under preparation for about 25,000 km. Work has been awarded for about 3000 km.

Ø  Eastern Peripheral Expressway in Delhi and a part of Delhi – Meerut expressway has been completed, others like the Western Peripheral Expressway,Mumbai- Vadodara Expressway, Bangalore- Chennai Expressway, Delhi-Jaipur Expressway , Delhi-Amritsar-Katra Expressway and several others are under construction.

Ø  Bridges and tunnels are being built in remote areas and difficult terrains – eg. -, the 9 km long, twin-tube, all-weather Chenani – Nashri tunnel between Udhampur and Ramban in Jammu & Kashmir and India's longest bridge- the 9.15 km long Bhupen Hazarika Bridge over River Brahmaputra in Assam.

 

Setu Bharatam project

Ø  Setu Bharatam project launched to ensure road safety by making all National Highways free of railway level crossings by 2019, by building Railway Over Bridges/ Under Passes.

Ø  90 ROBs with an estimated cost of Rs. 7101.24 crore have been sanctioned .More than 35 works have been awarded. 1,72,519 bridges of all ages and structures have been inventoried across India

 

BharatNET

Ø  To connect all the 2.5 lakh Gram Panchayats in the country through high speed Optical Fibre network with the objective of enabling delivery of broadband and a number of other digital services in the remote rural areas.

Ø  Phase-I of the project, covering over 1 lakh GPs, has been completed in December 2017.

Ø  Government approved a modified implementation strategy of BharatNet in July, 2017 at an estimated cost of Rs. 42,068 Crore.

Ø  Phase-II of the project, that aims to connect the remaining 1.5 lakh GPs, is to be completed as per the modified strategy by March, 2019.

Ø  Total number of broadband connections increased by 5 times, from 61 million in 2014 to over 300 million in 2017.

Ø  The increase in broadband connections has been enabled through more than doubling of telecom infrastructure over the last 3 years.

Ø  The number of telecom base stations have been increased from 7.9 lakhs in 2014 to 16.8 lakhs in 2017 and optical fibre footprint has increased from 7 lakh km in 2014 to 14 lakh km in 2017.

E-NAM

 

we have started a new market scheme for farmers with the name ‘E-NAM”. Today farmers can sell their produce online in any of the markets of the country. Now he is not constrained to compulsively sell his produce in the market which is 10 Kilometers from his field .Neither to sell at low prices which is not remunerative for his hard work. Now a uniform sort of market network is establishing throughout the country with ‘E-NAM’.

MUDRA

 

I am happy that more than three and half crore families reaped the benefits of Mudra Yojna. In it, most of the people who reached to the door of banks were first timers. Even out of these almost 80 percent people were from SC/ST/OBC. Out of these too, 80 percent are women who took loans from banks, Mudra bank.

 

 

 

Ø  To provide financial support for growth (development and refinancing) of micro enterprises sector.

Ø  Easy, loans without guarantee under three categories – Shishu, Kishore and Tarun by the banks.

Ø  Loan of up to Rs. 50000 is given under sub-scheme ‘Shishu’ between Rs. 50,000 to 5 Lakhs under sub-scheme ‘Kishore’ and between 5 Lakhs to 10 Lakhs under sub-scheme ‘Tarun’.

 

 

 

 

MUDRA loan to small traders including Scheduled Castes (SCs), Scheduled Tribes (STs) and Women:

Ø  34880924 loans worth Rs. 137449 crore sanctioned in FY 2015-16;

Ø  39701047 loans worth Rs. 180528 crore sanctioned in FY 2016-17;

Ø  48130593 loans worth Rs. 253677.10 crore sanctioned in FY 2017-18;

Ø  10348110 loans worth Rs. 56405.07 crore sanctioned in FY 2018-19 (As on 20 July, 2018)

Since the inception of this scheme, i.e. from 8.04.2015 to 31.3.2018, 9.03 crore loans extended to women entrepreneurs; 6.70 crore loans extended to SC/ST/OBC borrowers; 3.50 crore loans extended to new entrepreneurs.

UJJWALA

Brothers & Sisters, We have initiated a mission to provide LPG Connections to the poor families. We have launched a dynamic mission under "Ujjwala" scheme to get rid of smokes emanating from chulha for my poor mothers. A target has been laid down to provide gas connections to 5 crores poor families within 3 years.

 

 

 

 

Ø  Launched on 1.5.2016 to provide deposit free 5 crore cooking gas (LPG) connections to women from below-poverty-line (BPL) households over 3 years from 2016-17 to 2018-2019, the target was further enhanced to 8 crore LPG connections in 4 years i.e. by 2019-20.

Ø  5 crore LPG connections provided to women of BPL Households (As on July 2018).

INFLATION

Due to our sustained efforts we were able to keep it below 6 percent. Not only this, we have, recently, made an agreement with the Reserve Bank of India that the RBI should take steps to control the inflation at the level of 4 percent with allowance of  +- 2.

 

 

Ø  Inflation During 2017-18 Averaged to the Lowest in the Last Six Years. Consumer Price Index(CPI) based headline inflation averaged 3.3 per cent during the period which is the lowest in the last six financial years. (As on Jan,2018)

Ø  State Governments advised to take strict action against hoarding & black marketing and effectively enforce the Essential Commodities Act, 1955 & the Prevention of Black-marketing and Maintenance of Supplies of Essential Commodities Act, 1980 for commodities in short supply.

Ø  Higher MSP has been announced to incentivize production and thereby enhance availability of food items which may help moderate prices.

Ø  Price Stabilization Fund (PSF) implemented to control price volatility of agricultural commodities like pulses, onions etc.

Doing away with the Obsolete laws

 

The burden of unnecessary laws has been creating hindrance in the functioning of the government, the judiciary and the public. We have identified 1700 such laws, out of which 1175 laws have already been repealed by the Parliament and several other such laws are in the process of repealing.

 

 

 

 

Ø  Access to justice is made simpler unnecessary litigations are reduced. Plan to repeal around 1824 outdated laws out of which 1428 laws have already been repealed.
