Jan Dhan Yojana

 

Brothers and sisters, I have come here with a pledge to launch a scheme on this festival of Freedom. It will be called 'Pradhanmantri Jan-Dhan Yojana'. I wish to connect the poorest citizens of the country with the facility of bank accounts through this yojana....This yojana will open the window. Therefore, an account holder under 'Pradhanmantri Jan-Dhan Yojana' will be given a debit card. An insurance of One Lakh Rupees will be guaranteed with that debit card for each poor family, so that such families are covered with the insurance of One Lakh Rupees in case of any crisis in their lives.

Make in India

 

I want to appeal to all the people world over, from the ramparts of the Red Fort, "Come, make in India", "Come, manufacture in India". Sell in any country of the world but manufacture here. We have got skill, talent, discipline, and determination to do something. We want to give the world a favourable opportunity that come here,"Come, Make in India" and we will say to the world, from electrical to electronics, "Come, Make in India", from automobiles to agro value addition "Come, Make in India", paper or plastic, "Come, Make in India", satellite or submarine "Come, Make in India". Our country is powerful.

 

 

 

Ø  Launched by PM on 25th September 2014 - To make India the hub of manufacturing.

Ø  Partnership between the Government & Industry has increased.

Ø  Since the launch of Make in India initiative, India has emerged as one of the fastest growing major economies.

Ø  India now ranks second, globally, in the manufacture of mobile phones, with the number of mobile phone manufacturing factories rising from just 2, to 120, in about four years’ time creating lakhs of employment opportunities.

Ø  Large mobile manufacturing facility of Samsung India Electronics Pvt. Ltd inaugurated in July 2018 at Noida with investment of about Rs. 5000 crore.

Ø  The country has witnessed a substantial increase in FDI inflow with USD 222.89 billion FDI received between April 2014 and March 2018.

Ø  Since the launch of Make in India, there has been a spectacular 62% growth in FDI equity inflow into the country.

Skill India

 

If we have to promote the development of our country then our mission has to be

'skill development' and 'skilled India'. Millions and Millions of Indian youth should go for acquisition of skills and there should be a network across the country for this and not the archaic systems. They should acquire the skills which could contribute towards making India a modern country. Whenever they go to any country in the world, their skills must be appreciated and we want to go for a two pronged development.

 

 

 

Skill India aimed at skilling the unskilled and enhancing the skills for a gainful employment.

Ø  3 crore persons across different sectors have been trained to acquire and enhance their skills  in the last 3 years through various programs.

Ø  164% increase in candidates trained under National Skill Development Corporation,NSDC’s short term fee-based skill development model. A total of more than 1 crore have been trained till date by NSDC.

Ø  3356 new ITIs added with about 15 lakh plus seats – Presently total of 14,254 ITIs with a seating capacity of 30.57 lakh are there

Ø  54% increase in number of seats in Industrial Training Institutes (ITI),

Ø  451 state of the art Pradhan Mantri Kaushal Kendras established for supporting skill development programs right at the district level.

Ø  SANKALP project with a corpus of Rs 4455 Crore and STRIVE project with funds worth Rs 2,200 crore launched to strengthen skill development in States.

Ø  16 India International Skill Centers (IISCs) launched to promote global mobility in jobs.

Ø  More than Rs. 160 Crore committed by the industries under CSR across sectors for Skill Development till date.

Ø  44th WorldSkills Competition in Abu Dhabi : India won One Silver, One Bronze and 9 medallion of excellence and proved their mettle in skills of their choice, Besides, Team India bagged Silver Medal in Patisserie and Confectionery and Bronze Medal in Prototype Modelling.

 

Pradhan Mantri Kaushal VikasYojna:

 

Ø  Launched on 15.7.2015

Ø  Aims to provide formal short-term skill training across the country, recognizing the skills through certification and enhancing employability opportunities among the youth.

Ø  More than 40 Lakh candidates have been trained under PMKVY through its 7216 training centers across 36 sectors.

Ø  PMKVY is offering training in 34 sectors and operating in 30 States and 7 UTs

 

Pradhan Mantri Kaushal Kendra:

 

Ø   531 PMKKs for skill development training have been allocated, out of which 451 centers have been operationalized.

 

National Apprenticeship Promotion Scheme:

 

Ø  Launched on 19 August 2016 to promote apprenticeship training with a target of 50 Lakh apprentices to be trained by 2019-20.

Ø  9.5 lakh candidates have been registered since launching of scheme

Ø  About 7 lakh apprentices have completed or are undergoing apprenticeship training since the launch of NAPS in August 2016

Digital India

 

I say that today it is IT that has the potential to connect each and every citizen of the country and that is why we want to realise the mantra of unity with the help of ` digital India` . Brothers and sisters, if we move ahead with all this then I believe that a ` digital India` will have the potential to stand with the world on equal footing. Our youth have that capability, it is an opportunity for them?

 

 

 

The Digital India programme launched by Prime Minister on 1st July 2015, aims to transform India into a digitally empowered society and knowledge economy.

 

(i)      Common Services Centres-

Ø  A vast network of more than three (3) lakh of digital services delivery centres, spread across 2.10 lakh Gram Panchayats were created to provide access to digital services in rural areas at affordable cost.

Ø  These centres led to empowerment of marginalized sections of the society by creating over 10 lakh jobs by promoting rural entrepreneurs, out of which 54,800 are women.

 

(ii)        PMGDISHA-

Ø  It is the largest Digital Literacy programme in the world to make 6 crore adults digitally literate under Pradhan Mantri Grameen Digital Saksharta Abhiyan.

Ø  So far,around 1.23 crore persons have been trained and 64.42 lakh persons have been certified.

 

(iii)      Digital Payments –

Ø  Over the past four years digital payment transactions have grown multifold from 335 crore transactions in 2014-15 to 2070 crore transactions in 2017-18.

Ø  BHIM app is now one of the main digital payment instrument for sending, collecting the money and to pay for various utility bills. In June, 2018, more than 163 lakh transactions of Rs 6,261 crore value were made using BHIM app.

 

(iv)    UMANG-

Ø  It is a single mobile app that offers more than 253 government services.

Ø  More than 6 million users have downloaded this app since its launch in November 2017.

 

(vi) Digital Delivery of Services is now easily available to common people through digital platforms like :

 

Ø  National Scholarship Portal has 1.8 Crore students registered with scholarships of Rs. 5,295 Crore disbursed in last 3 years.

Ø  Jeevan Pramaan for ease of verification of pensioners using Aadhaar digital identity. 1.70 crore Digital Life Certificates have been submitted since 2014.

Ø  eHospital and Online registration services launched to ensure that patients can get easy access to doctors. Implemented in 232 hospitals. 3.29 Crore eHospital transactions in all States  done since Sept 2015.

Ø  DigiLocker:With more than 1.29 crore registered users, DigiLocker provides access to over 246 crore certificates in digital format on a single platform.

 

(vii) Domestic electronic manufacturing has increased.

Ø  From 2 units in 2014, we now have 120 units manufacturing mobile handset and components. This has created more than 4.5 lakh jobs opportunities (direct and indirect).

Ø  There are about 35 manufacturing units of LCD/ LED TVs and 128 units of LED products in the country.

Ø  Under Electronics Manufacturing Cluster (EMC) Scheme, MeitY has accorded approval to 23 projects in 15 states across the country.

 

(viii) BharatNET

Ø  To connect all the 2.5 lakh Gram Panchayats in the country through high speed Optical Fibre network with the objective of enabling delivery of broadband and a number of other digital services in the remote rural areas.

Ø  Phase-I of the project, covering over 1 lakh GPs, has been completed in December 2017.

Ø  Government approved a modified implementation strategy of BharatNet in July, 2017 at an estimated cost of Rs. 42,068 Crore.

Ø  Phase-II of the project, that aims to connect the remaining 1.5 lakh GPs, is to be completed as per the modified strategy by March, 2019.

Ø  Total number of broadband connections increased by 5 times, from 61 million in 2014 to over 300 million in 2017.

Ø  The increase in broadband connections has been enabled through more than doubling of telecom infrastructure over the last 3 years.

Ø  The number of telecom base stations have been increased from 7.9 lakhs in 2014 to 16.8 lakhs in 2017 and optical fibre footprint has increased from 7 lakh km in 2014 to 14 lakh km in 2017.

Swachh Bharat Abhiyan

 

Brothers and Sisters, Mahatma Gandhi had cleanliness and sanitation closest to his heart. Whether we resolve not to leave a speck of dirt in our village, city, street, area, school, temple, hospital, and what have you, by 2019 when we celebrate 150th anniversary of Mahatma Gandhi? This happens not just with the Government, but with public participation. That's why we have to do it together.

 

Brothers and sisters, you must be getting shocked to hear the Prime Minister speaking of cleanliness and the need to build toilets from the ramparts of the Red Fort. Brothers and sisters, I do not know how my speech is going to be criticised and how will people take it. But this is my heartfelt conviction. I come from a poor family, I have seen poverty. The poor need respect and it begins with cleanliness. I, therefore, have to launch a 'clean India' campaign from 2nd October this year and carry it forward in 4 years.

 

 

 

 

 

Ø  Launched on 2.10.2014 to fulfil Mahatma Gandhi’s dream of a clean and hygienic India.

Ø  Over 7.82 crore household toilets constructed since the launch of the Swachh Bharat Mission.

Ø  About four lakh villages, 417 districts and 19 States declared ODF as on date.

Ø  Incentive for individual toilet has been increased to Rs. 12,000.

Ø  Total sanitation coverage in the country has reached to the level of over 88 per cent till date.

Ø  Ten new iconic sites have been taken up under Phase III of the flagship project Swachh Iconic Places (SIP) of the Swachh Bharat Mission.These new sites have joined the 20 iconic places under Phase I & II where special Sanitation work is already underway.

Ø  4,480 villages along the banks of River Ganges across 52 districts in 5 States are ODF villages.

Saansad Adarsh Gram Yojana

 

Today I am going to announce a scheme on behalf of the Member of Parliament- 'Sansad Aadarsh Gram Yojana'...each of our MPs should make one village of his or her constituency a Model Village by 2016….After 2016, select two more villages for this purpose….in 2019. And after 2019, each Member of Parliament,...must establish at-least five model villages in his/her area... On 11th October, the occasion of birth anniversary of Jai Prakash Narayan Ji, I will present a complete blueprint of "Sānsad Adharsh Grām Yojana" before all Members of Parliament and State Government., and I urge upon State Governments also that as per the feasibility in their respective states, all the Members of Legislative Assembly resolve to establish a model village... we want to move ahead under this "Sānsad Adarsh Grām Yojana".   

 

 

 

Ø  Saansad Adarsh Gram Yojana was launched by Prime Minister on 11 October 2014 for the holistic development of villages.

Ø  MPs have adopted 703 Gram Panchayats across the country under Phase-I of 'Sansad Aadarsh Gram Yojana'..(SAGY) and further 689 Gram Panchayats have been taken up under Phase-II/III of SAGY till 4th July, 2018.

Ø  So far, Village Development Plans have been prepared by 1,066 Gram Panchayats including 57,879 activities of which 26,197 (45%) activities have already been completed.

NITI Aayog

 

If we have to take India forward, it can happen only ye taking the states forward.  India's federal structure is more important today than in the last 60 years. To strengthen our federal structure, to make our federal structure vibrant, to take our federal structure as a heritage of development, a team of Chief Minister and Prime Minister should be there, a joint team of the Centre and the states should move forward, then to do this job, we will have to think about giving the Planning Commission a look.So, I am saying from the rampart of the Red Fort that it is a very old system and it will have to be rejuvenated, it will have to be changed a lot.

 

 

 

Ø  The Governing Council of NITI Aayog, termed as Team India by the Prime Minister, has emerged as a platform for ensuring continuous dialogue between the States and the Central Government.

Ø  Various Subgroups of Chief Ministers were set up - on Centrally Sponsored Schemes:- Swachh Bharat Mission, Skill Development and latest on coordinating policy between MGNREGA and Agriculture sector

Ø  Task Forces on Agricultural Development, Insurance and Elimination of Poverty in India in place

Ø  Policies & programs of NITI Aayog have been devised  keeping in mind unique developmental priorities of the States, such as :

 

·         The Aspirational Districts program-Initiative to improve key indicators like health, nutrition, education, basic infrastructure and poverty focusing on 115 aspirational districts

·         Sustainable Action for Transforming Human capital (SATH Initiative)

·         Holistic Development of Islands

·         Atal Innovation Mission- Over 5000 schools selected for setting up Atal Tinkering Labs

·         Development Support Services to States

·         Formation of North-East Forum

Ø  Various indices such as the Healthy States, Progressive India (Health Index), Composite Water Management Index (CWMI) have promoted the ideals of competitive federalism, highlighting the role of NITI Aayog as the premier think tank for the Government of India.

Strengthened Laws for Safety and Security of Women and Children

 

Brothers and sisters, when we hear about the incidents of rape, we hang our heads in shame…. the law will take its own course, strict action will be taken, but as a member of the society, as parents, we also have some responsibilities.

 

 

 

 

 

1.      Beti Bachao Beti Padhao

Ø  Launched by the Prime Minister on 22nd January, 2015 at Panipat, Haryana

Ø  It was expanded pan India on 8th March, 2018

Ø  100% central sector scheme with total outlay of Rs. 1132.5 Cr from 2017-18 to 2019-2020

Ø  The encouraging trends are visible as per the latest HMIS data of MoH&FW for 161 districts for the time period between April-March, 2015-16 and 2016-17 indicating that;

        Improving trend in SRB is visible in    104 BBBP

       119 Districts have reported progress in first trimester registration   

       146 districts have reported improvement in Institutional deliveries against the reported Anti   Natal Care registrations  

2. Law strengthened for Crimes against Women & Minors.

Ø  Criminal Law (Amendment) Bill, 2018- provides for stringent punishment including death penalty for those convicted of raping girls below the age of 12 years.

Ø  MHA has created a new Division- “Women Safety Division” to address issues of women safety comprehensively.

Ø  33% Reservation for Women in Police Forces

Ø  48 Investigative Units for Crime Against Women (IUCAW) Units have been setup in different states between 2015-18, with the partial funding (50%) by the Central Govt. States have setup more such units on their own.

Ø  Deployment of Special Mahila Police Volunteers (SMPVs) for safety and security of women.

Ø  Universalization of women helpline (181) for women who need assistance. 29 states have already set up the facility

Ø  Mobile App ‘Himmat’ launched in January 2015 by Delhi Police to instill confidence in women, to help women in distress and to ensure their safety in Delhi. 

Ø  Safety and security of North-East residents outside NER-

       Increased representation of North east residents in Delhi police:

       456 employees (318 male and 138 female) of the level of ACP to Constable from North Eastern States joined Delhi Police since 2014-2017.

Ø  Operation Muskan in July 2015 and Operation Smile in January 2016 for rescuing lost children

Ø  Crime and Criminal Tracking Network and Systems (CCTNS)-14,363 police stations (92.1% of police stations) are so far inter-connected on a single platform.

Ø  Cyber Crime prevention against women and children (CCPWC) scheme is being implemented with an outlay of approximately Rs.195 crore.
