The Union Rural Development Minister Dr. Raghuvansh Prasad Singh on behalf of Indian Defence Minister signed a Defence cooperation agreement with the Philippines government at the Malacanang Palace, Philippines, in the presence of the two Presidents, on 4 February 2006.
