SETTLEMENT OF INVESTORS COMPLAINTS
    The Investors Protection Cell in the Department of Company Affairs of the Ministry of Law, Justice and Company Affairs settled 395 complaints during July 1999. These complaints related to deposits by individual investors against defaulting companies.

    The Investors Protection Cell was set up in 1998-99 to help the general public get their grievances relating to public deposits by defaulting companies redressed satisfactorily. The Department of Company Affairs has been taking action against defaulting companies through various prosecution cases after due inquiries.

    Besides, the Department issued a Notification on July 6,1999 revising upward the fees payable by companies and individuals to the Central Government.

    In yet another Notification issued on July 6,1999, Private Limited Company and unlisted Public Limited Company (Buy-back of Securities) Rules, 1999 was promulgated. These Rules have been prescribed under Section 77 A of the Companies Act, 1956. These Rules would be applicable in respect of Buy-back of Unlisted Companies.

POSTAL BALLOT FOR IMMOBILE DISABLED VOTERS SOUGHT
    The Chief Commissioner Disabilities has taken up with Election Commission, the issue of right to postal ballot for those electors who are severely handicapped or are suffering from cerebral palsy. He has urged that such conditions can impose serious mobility restrictions on the affected persons.

    A postal ballot is the only way through which the physically handicapped persons rendered immobile can be enabled to exercise their franchise, has written the Chief Commissioner.

RBI SAYS PUBLIC CAN THEMSELVES CHECK IF THEIR RS. 500 NOTE IS GENUINE
    The Reserve Bank of India has advised general public not to desist from accepting the currency notes in the denomination of Rs.500 because of the fear of they being forged. The public can themselves check if their Rs.500 note in the old series with Ashoka Pillar in the watermark is genuine or not by looking for the following features:
    In case of the new series of Rs.500, the security features which can be seen with naked eyes are as follows:
    In addition, the following security features in the new series of Rs.500 notes can also be found when the note is closely examined.         All the notes have a unique crackle sound.

    It may be noted that the forgery is largely noticed in the currency notes of Rs.500 in the old series which are green in colour and has Ashoka Pillar as the watermark (located in the white window on the left of the note) and portrait of Mahatma Gandhi on the right. The new series has portrait of Mahatma Gandhi in the watermark.

SECRETARY RURAL DEVELOPMENT STRESSES ON THE NEED TO MAKE AUDIT MORE TRANSPARENT
    Secretary, Ministry of Rural Development, Shri P.R Dasgupta said that there is a need to demystify Audit and make it more transparent. He said that there should not be an audit phobia in the minds of Panchayati Raj Institutions(PRIs). He was addressing a Round table on Accountability of District Rural Development Agencies ( DRDAs) and Panchayats here, recently. The one-day Seminar was organised by The Institute of Public Auditors of India in collaboration with the Ministry of Rural Development. Comptroller and Auditor General of India, Shri V.K Shunglu also addressed the Round table.

    The participants at the round table emphasised the necessity of effective accountability of PRIs and DRDAs and suggested that accounts and budget formats should be simplified. It was recommended that accounts should be transparent and should be able to link physical performance and social parameters with financial inputs. Strengthening of Internal Audit was also emphasised.

    There was a suggestion that accounting standards on computer software could be attempted for Zilla Parishads. This would include not only accounting data but in built linkages to give information on linkages between financial and physical performance, achievement of social objectives, delays and diversion of funds to non-property sector,etc.

    The Institute is a registered society set up to introduce highest professional standards in the audit of public funds by organising seminars/round tables etc. This round table was attended by experts and senior officers of the Central and State governments.

UNION HOME SECRETARY TO VISIT GUWAHATI ON AUGUST 28, 1999
    Shri kamal Pande Union H ome secretary will be visiting Guwahati on August 28, 1999 to review the law and order situation in the state of Assam. He will be accompanied by senior officers of the Central government including Shri E.N. Ram Mohan, DG, BSF and Shri G.K. Pillai, Joint Secretary (NE), Ministry of Home Affairs.

    Shri Kamal Pande will be meeting the Lt. General, (Retired), S.K. Sinha, Governor and Shri Prafulla Kumar Mohanta, Chief Minister of Assam during his visit. He will also preside over a special meeting of the Strategy Group comprising of senior representatives of the State Government, Central Para-military forces and the Army.

NPPA FIXES PRICES OF 16 FORMULATIONS
    The National Pharmaceutical Pricing Authority has revised/fixed the prices of 16 formulation packs on August 25, 1999. The prices have been fixed for the first time in the case of 3 packs. In the case of another 3 formulation packs, prices have been revised upwards and the increase ranges from 13.90% to 15.80%, In the case of 10 formulation packs, the prices have been revised downwards and the decrease ranges from 3.81% to 46.98%. Of the 16 formulation packs, ceiling prices have been fixed in respect of 7 packs while non-ceiling prices have been fixed in respect of the remaining 9 packs. The prices have been fixed/revised in accordance with the provisions of the Drugs Price Control Order (DPCO), 1995 and as per the established criteria and guidelines. A copy of the statement showing the existing and revised prices is annexed herewith.

    The formulations for which prices have been revised/fixed are Ventorlin Syrup used for treatment of Asthma, Tetracycline-based formulations used as broad spectrum antibiotic and Vitamin formulations used for deficiency of Vitamins.

    NPPA has fixed ceiling prices for Vitamin tablets and capsules in a therapeutic group of Vitamin as prescribed under Drugs and Cosmetics Act, 1940 and with the provision of a price adjustment formula. The prices of Vitamin formulations which were sold without government approval will come down as a result of the fixation of the said ceiling price name of some such formulation are Becosole-Z Cap., Becozine Cap., Surbex T Tab., Zenbex Tab., Z and B Cap., Vitazinc Cap., Becosole Plus Cap., Zicomplex Cap., Vitexide Cap., Eldervit, NVM Tab., Winplex Forte Cap., Xenex Forte, Zinvit, Zivinal, E-Zinc, Pro-Z, Zincovit, Sprovit, Zin Forte, Zemin etc.

    The prices fixed/revised would become effective within 15 days from the date of notification in the official gazette or the receipt of the order of the NPPA in this behalf, as per Para 14(1) of DPCO, 1995. Necessary revised price list is to be issued by the manufacturers/importers required under sub-paragraph (3) of paragraph 14 of the DPCO, 1995. Accordingly as per the provision, the revised price list in Form-V of the DPCO is to be furnished by the concerned manufacturer to the government and NPPA, State Drug Control Authorities and distributors, wholesaler and retailers or any other agent. The manufacturers are also required to work out the pro-rata prices of different pack sizes as the case may be in terms of S.O. No. 83 (E) dated 27.01.98.

Important Note
I.  For all the other Vitamin formulations having composition within the prescribed range under Drugs 
& Cosmetics Act, 1940, the following adjustment shall be made by a manufacturer to work out the 
Maximum Retail Price (MRP) for a product under the said order for formulation(s) in column no. 2, 
when there is change in the composition and the following factors (which are inclusive of admissible 
MAPE) shall be added/subtracted as the case may be to the notified ceiling price given in 
column no. 5 of the table on the following basis.
For each 10 tablet/capsule in strip/blister.
(i) For each 5 mg or part thereof of Niacinamide Rs. 0.036 shall be added/substracted
(ii) For each 5 mg or part thereof of Calcium Pentothenat/D Penthenol Rs. 0.201 shall 
be added/substracted
(iii) For each 0.5 mg or part thereof of Folic Acid Rs. 0.035 shall be added/substracted.
(iv) For each 5 mcg or part thereof of Vitamin B12 Rs. 0.054 shall be added/substracted
(v) For each 2 mg or part thereof of Vitamin B1 Rs. 0.056 shall be added/substracted.
(vi) For each 2 mg or part thereof of Vitamin B2 Rs. 0.135 shall be added/substracted
(vii) For each 1 mg or part thereof of Vitamin B6 Rs. 0.035 shall be added/substracted
(viii) For each 10 mg or part thereof of Vitamin C Rs. 0.091 shall be added/substracted

II. The above will be subject to the provision of S.O. No. 83(E) dated 27.1.98 issued by NPPA.
III.  Any other formulation not covered in the above table that has any one of the drugs in column 
no. 3 as one of its ingredients, it shall be subject to the price ceiling at Sr. No. 1 or at Sr. No. 2 
of the table, as the case may be, subject to note I unless the manufacturer has got specific 
price fixed by the NPPA for that formulation.
N.B. : NCP = Non-Ceiling Prices inclusive of Excise Duty.
CP = Ceiling Prices exclusive of Excise Duty.

RESULTS OF CERTIFICATE AND DIPLOMA IN HINDI FOR NON HINDI SPEAKING ANNOUNCED
    Shilpa V.S. of Malayalam medium and R. Padmavathy of English medium have topped the results of Certificate and Diploma Correspondence Courses in Hindi securing 188/200 and 356/400 marks respectively. 1112 examinees appeared for the Certificate examination and 2156 examinees for the Diploma in Hindi held for Non-Hindi speaking people in the country and foreigners. 913 examinees have passed the Certificate examination and 2028 have passed the Diploma. The pass percentage for the two examinations is 82.2 % and 94% respectively.

    The number of distinction holder (i.e. those examinees who have secured 75% or above marks) in the two examinations is 220 and 321 respectively. The first three position-holders in both the examinations in each medium are given cash awards. All the Distinction-holders of Certificate Examination are given Book-awards whereas besides first three position-holders 10 candidates in order of merit of each medium of Diploma examination are also given Book-awards.

    The Central Hindi Directorate, under the Ministry of Human Resource Development, conducted examinations of its two Correspondence Courses viz. Certificate in Hindi and Diploma in Hindi on 30 May, 1999 through English, Tamil, Malayalam and Bangla medium at 53 centres located in India and 7 Centres located abroad. These courses are being conducted for teaching Hindi to the non speaking people of the country and foreigners since 1968.
